Obama Expands Federal Power Over the States with Executive Order

Obama has issued another executive order, this time establishing a so-called “Council of Governors.” The order, signed on January 11, further diminishes the sovereignty of the states and builds on a framework for possible martial law. The executive order was completely ignored by the corporate media. “By the authority vested in me as President by the Constitution and the laws of the United States of America, including section 1822 of the National Defense Authorization Act of 2008 (Public Law 110-181), and in order to strengthen further the partnership between the Federal Government and State governments to protect our Nation and its people and property,” the order reads.
In other words, the Pentagon and Homeland Security will give hand-picked governors their marching orders under the guise of “synchronization and integration of State and Federal military activities in the United States,” a direct violation of Posse Comitatus. Well, Obama’s CG is quickly beginning to take shape.
According to the Associated Press (AP), “President Barack Obama has selected Missouri Gov. Jay Nixon to serve
on an advisory council for defense and national security issues.
“Nixon was one of 10 governors named Thursday [February 4, 2009] by Obama to the newly created Council of
Governors.”
The 10 governors (and one of them is not even a State governor) selected by Obama are:

As I have already written, the creation of a CG should be of serious
concern to all liberty loving Americans. That more of us are not as concerned as we should be can be traced to
the mistaken belief that the American people have nothing to fear from an overreaching federal government. This
is pure folly! As I have said many times, we have far more to fear from Washington, D.C., than from Iran, Iraq,
North Korea, or any other potential terrorist state. It is Washington, D.C.,–and Washington, D.C., alone–that
has the power, opportunity, and propensity to squash our freedom and sell us into tyranny.
As Kurt Nimmo reports, “In other words, with the stroke of a pen, Obama significantly increased the ongoing
effort to federalize the states and take control of the National Guard in violation of the now more or less
moribund Posse Comitatus Act. Posse Comitatus was effectively annulled by the 2006 John Warner National Defense
Authorization Act. The act provides the president with power to declare martial law under revisions to the
Insurrection Act and take charge of United States National Guard troops without state governor authorization.
Parts of the act were repealed in 2008.”

What most Americans fail to realize (thanks to a national propaganda press
corps that refuses to reveal the conspiratorial machinations of America’s ruling class, which, by and large, is
totally disconnected from–or unaccountable to–elected officeholders: especially those in Congress) is that the
subdivision of the United States into a 10-region country (thereby minimizing or even negating the sovereignty
and authority of the 50 independent and autonomous states) goes all the way back to the Richard Nixon
administration.
In response to pressure from the United Nations, President Richard Nixon issued Executive Order #11647 on
February 10, 1972, which carved up the United States into 10 “standard Federal regions.”

Still not convinced? Try a casual web search of the 10 US regions
and you will quickly discover that each major federal agency, such as the EPA, OSHA, DOT, FEMA, etc., has their
agency already divided into these 10 regions. As an example, here is the official district map for
FEMA:
Commenting on the creation of the 10 “super” regions initiated by President Nixon, CuttingEdge.org director
David Bay very astutely said, “This regional system is also apparently a military structure.” This is a very
insightful observation, because I’m sure this was said long before President Obama took office, yet, that is
exactly what his CG accomplishes. It grants federal executive power to these 10 governors–with the specific
responsibility of providing leadership and direction to the National Guard and related homeland military
activities. And is it any coincidence that the number of governors appointed to this new CG is exactly 10? Even
more telling is the fact that the 10 governors come from each US region (the governor of Puerto Rico represents
Region 2), except for Region 5, and guess what? Region 5 is President Obama’s region!
Now, get this: the only region that has two governors represented on the CG (making up for Region 5′s lack of a
representative–who will be Obama himself, no doubt) is Region 3. And put this in your pipe and smoke it: the
two governors from Region 3 are from Maryland and Virginia, which are the two states that border Washington,
D.C. But all of this is mere coincidence, right?

So, here is the list of the Council of Governors, as it coincides with the respective 10 regions. If you know
anything about what is going on, you should easily be able to see the logic of how and why these governors were
selected. Obviously, the two basic criteria would be 1) The location of necessary government infrastructure,
facilities, personnel, etc., combined with 2) The compliant attitude and overall disposition of the governor
selected.
Here is how it looks:
Region 1: Governor Douglas of Vermont
Region 2: Governor Fortuno of Puerto Rico Region 3: Governor O’Malley of Maryland and Governor McDonnell of Virginia. These are necessary, as these are the two border states of Washington, D.C. Region 4: Governor Perdue of North Carolina Region 5: President Barack Obama of Illinois Region 6: Governor Henry of Oklahoma Region 7: Governor Nixon of Missouri Region 8: Governor Rounds of South Dakota Region 9: Governor Brewer of Arizona Region 10: Governor Gregoire of Washington State
And while it is true that President Jimmy Carter revoked President Nixon’s “Federal Regional Council” (what
Nixon’s Executive Order created in 1972) in 1979, the concept never died. It was merely incorporated into other
Executive Orders. And there can be no question that President Obama’s CG certainly builds on Nixon’s initial
“Regional Council” model.
Neither is it a coincidence that Missouri Governor Jay Nixon is included in the list of 10 governors appointed
to the CG. Why? Does anyone remember the MIAC flap in the State of Missouri last year? I sure do, because I
(along with Ron Paul and Bob Barr) was listed in the MIAC report as being a potential dangerous militia member
or terrorist. And anyone who supported or voted for the three of us was similarly maligned in the MIAC report.

Remember, this was an official Missouri State Police report that was distribut
ed to all Missouri State law enforcement officers. And Governor Jay Nixon authorized and strongly defended the
MIAC report!
Later, of course, Governor Nixon and other State leaders were forced to withdraw the report, due to immense
public pressure from both the citizens of Missouri and angry Americans all across the country.

Now we learn that President Obama has appointed this very same Governor Jay Nixon to the newly formed Council
of Governors. Doubtless, Nixon’s support for the MIAC report brought him into the good graces of this Marxist
President, who, in his inaugural address, pledged to “remake America.” Without a doubt, the newly established
Council of Governors is helping Obama do just that.
Of course, the big question is not, Is America being “remade”? It most certainly is–and it started long before
Obama moved into the White House. The question is, Will this “remade” America be something we can live with?

Obama Is Establishing An Executive Dictatorship White House crosses the rubicon
Paul Joseph Watson President Barack Obama is rapidly advancing an executive dictatorship that threatens to completely nullify the US Constitution if left unchecked, with his administration hastily eroding every other branch of government as the White House crosses the rubicon to push through its political agenda on every front, from the war in Libya to domestic gun control.
WAR ON LIBYA
Obama has displayed open hostility to the rule of law and the Constitution when asked why he has failed to obtain Congressional approval for the war on Libya. Obama has ignored his own constitutional lawyers on the legality of the conquest, claiming that Congressional approval is not needed because the legitimacy of the UN supersedes Congress and that the bombardment, which has included over 800 bombing runs flown by US warplanes, is not a war. Obama has used word games and mental gymnastics to claim he hasn’t violated the War Powers Resolution. Even as universities, apartment blocks and marketplaces are bombed, killing innocent civilians, communications are blocked, and even as top admirals now admit that the scope of the mission is all about regime change, the Obama administration still clings to the ludicrous fallacy that the bombardment of Libya is not a war. Indeed, the White House itself characterized the goal in Libya as “installing a democratic system,” a euphemism for regime change, acknowledging that the agenda goes far beyond “protecting civilians,” as Obama claimed during his March 19 speech. GUN CONTROL As part of its bid to eviscerate the Second Amendment by stealth, or “under the radar” as Obama himself called it, the White House is about to launch a new gun control offensive that will bypass the necessity of passing legislation in Congress and instead rely on “only executive orders or administrative actions.” According to a Huffington Post story on the issue, Obama is likely to have more success pushing through gun control if he circumvents Congress on the issue. “Executive actions offer something that legislation doesn’t: guaranteed results. And as one gun control advocate told the Huffington Post, there are ways to “use these administrative changes to obtain similar results,” writes Sam Stein. With the revelations surrounding Fast and Furious having blown up in their face, and the Obama administration’s ploy to blame violence in Mexico on gun rights even after they got caught shipping in the weapons in tatters, the White House is desperate to push through new gun control measures that are integral to advancing Rahm Emanuel’s May 2007 call to put people who are on a no fly list on a no gun buy list, stripping millions of Americans of their Second Amendment rights because they have been erroneously placed on a notoriously inaccurate no fly list that includes everyone from Senators to toddlers. DEBT CEILING As part of Obama’s charge to sink America into more debt to foreign bankers, he has dredged up a 143-year-old clause related to the Civil War in a bid to raise the debt ceiling, overtly challenging Congressional control of the budget, a development that could spark a “constitutional crisis,” reports AFP. Obama’s attempt to use an obscure civil war clause to circumvent Congress, which is empowered to control the purse strings, is another example of his administration’s flagrant effort to nullify the separation of powers within government and give the executive branch supreme control. Stock up with Fresh Food that lasts with eFoodsDirect (Ad) CARBON TAXES After the White House failed in its bid to implement a de facto carbon tax through cap and trade, Obama simply bypassed Congress completely and had the EPA declare CO2 to be a pollutant and a public health threat, allowing greenhouse gas emissions to be regulated and taxed through the Clean Air Act. The EPA’s move was little more than a threat to back Congress into a corner and force them into passing legislation that would regulate CO2 for all new or expanded power plants. The fact that this has nothing to do with the environment and everything to do with fleecing American taxpayers was confirmed when Obama gave a waiver to General Electric and ensured that one of the biggest emitters of carbon dioxide on the planet, and coincidentally one of Obama’s largest campaign contributors, was exempt from the new regulations. OBAMACARE Having already been ruled unconstitutional by federal judges in both Florida and Virginia, Obama has also been busy handing out waivers to over a thousand corporations, including McDonalds, a clear violation of the Equal Protection clause and proof “that D.C. is now completely ignoring the rule of law“. OBAMA’S RURAL COUNCIL Obama’s White House has issued a new executive order mandating the creation of a “Rural Council,” another step in the move towards a centrally planned economy. According to this new executive order, the Obama administration plans to stick its itchy little fingers into just about every aspect of rural life,” writes the Economic Collapse Blog. “One of the stated goals of the White House Rural Council is to do the following….” “Coordinate and increase the effectiveness of Federal engagement with rural stakeholders, including agricultural organizations, small businesses, education and training institutions, health-care providers, telecommunications services providers, research and land grant institutions, law enforcement, State, local, and tribal governments, and nongovernmental organizations regarding the needs of rural America.” This is merely a euphemism for a new layer of bureaucracy set to suffocate rural America, with federal control freaks already implementing new draconian regulations to put a stranglehold on farmer’s markets and other forms of self-sufficiency. OBAMA’S COUNCIL OF STATE GOVERNORS Another White House executive order that creates a council of state governors who will work with the feds to expand military involvement in domestic security has stoked fears that the administration is stepping up preparations for martial law. Rather than elected representatives being in control of states, Obama has created a body of ten lapdogs who answer to the federal government and not the American people. The order, which is entitled Establishment of the Council of Governors (PDF ), creates a body of ten state governors directly appointed by Obama who will work with the federal government to help advance the “synchronization and integration of State and Federal military activities in the United States”. The governors will liaise with officials from Northcom, Homeland Security, the National Guard as well as DoD officials from the Pentagon “in order to strengthen further the partnership between the Federal Government and State governments,” according to the executive order. Conservatives and libertarians responded to the announcement by expressing their suspicion that Obama is preparing to give governors their marching orders in targeting “anti-government” types that have long been characterized as a terrorist threat by the feds in numerous reports stretching back over a decade. INTERNET KILL SWITCH The White House is aggressively advancing Chinese-style web censorship that would provide Obama with a figurative kill switch for the Internet, bypassing Congress completely as part of the federal government’s executive-level takeover of all communications. On every front, the Obama administration is entering the final stages of a total power grab that represents a clear effort to turn the country into an executive dictatorship, another stark indication that America is quickly beginning to resemble a decaying banana republic.

Like the 30-plus czars running America with neither the people’s nor the congress’s blessings, the Council of Governors is already a done deal. “Is this a first step towards Martial Law, or a tie to the InterPol, RAND National Police Force stuff we’ve been hearing about,” asked a Texas patriot who tipped off Canada Free Press (CFP) after finding news of the new Council of Governors on Twitter. “Is this a sort of Homeland Security Politburo? “I do know it’s another sleuth order executed without any announcement, OR EXPLANATION to the People.” Patriots know by now that the promised Obama “transparency” is a fog. Checking the Net on the Council of Governors, CFP found other than a few blogs only UPI.com had the story as of this morning: “President Barack Obama Monday established a panel of state governors to collaborate with Washington on a variety of potential emergencies, the White House said.” (UPI.com, Jan. 11, 2010 at 11:54 p.m.). “Obama signed an executive order establishing a panel to be known as the Council of Governors, which will be made up of 10 state governors, to be selected by the president to serve two-year terms. Members will review matters involving the National Guard; homeland defense; civil support; and synchronization and integration of state and federal military activities in the United States, the White House said in a statement. “The statement said the White House would seek input from governors and governors’ association (sic) in deciding which governors to appoint to the council, which will have no more than five governors from the same party. “The secretaries of defense and homeland security will also sit on the council, as will presidential assistants for homeland security and counter-terrorism, intergovernmental affairs, the U.S. Northern Command commander, the commander of the East Coast Guard, and the chief of the National Guard Bureau. “The panel was set up under a provision of the Fiscal Year 2008 National Defense Authorization Act, the White House said.” There was no timestamp on the latest Emergency Order from Whitehouse.gov, which readers can see below. WRAL in North Carolina and the Associated Press are reporting that Obama has selected Missouri governor Jay Nixon to sit on his newly minted Council of Governors. On January 12, 2010, Infowars.com reported on Obama’s executive order establishing the Council or Governors.

In march of 2009, Missouri governor Jay Nixon supported and defended the now infamous MIAC Report. “Getting information, especially public information, out of our fusion center out to local law enforcement agencies is [what] we do every day and we’re going to continue to do,” said Nixon. “Any way they take that information and can analyze what the threat levels are is important to make sure the public stays safe.” The MIAC report was leaked to Alex Jones in early March by two Missouri police officers who were concerned by its content. The report went viral on the internet and was eventually covered by the corporate media. The report was vetted by Captain Hull at the Missouri State Highway Patrol who told Infowars.com that the MIAC Strategic Report was part of “normal operation for officers” and was used to train police officers. Lt. John Hotz also told Alex Jones the document was legitimate. In response to the story, three former presidential candidates — Chuck Baldwin, Ron Paul, and Bob Barr — sent a letter to Missouri officials protesting the MIAC Report. Appearing on The Alex Jones Show on March 19, Baldwin said that he and his fellow letter signatories were considering legal action if the letter did not result in a repudiation of the MIAC report and its inflammatory allegations. On March 26, in response to media coverage of the report and public outrage over the document, Missouri Highway Patrol Superintendent James Keathley engaged in damage control and pulled the MIAC report. “The head of the Missouri State Highway Patrol has shut down a controversial report linking right-wing groups with the modern militia movement,” the Associated Press reported. In response to the public fallout, Lt. Gov. Peter Kinder called on the director of the Public Safety Department to be placed on administrative leave pending an investigation.

Governor Nixon also did an about face. “I was not governor when the MIAC was formed,” Nixon said. “I was not governor, I did not hire any of the people there and nobody in my administration — the director of public safety — saw this stuff before it went out,” reported Prime Buzz. “Under a previous system, MIAC would prepare and distribute these reports to law enforcement agencies without review or approval from the colonel of the Highway Patrol or the director of Public Safety,” Nixon said. “That’s simply not acceptable.” The fact Nixon will now sit on Obama’s unconstitutional Council of Governors should be of concern. It must be remembered that Nixon enthusiastically supported MIAC before it became politically unpopular to do so. He is also an advocate of fusion centers surveilling the American people. Mr. Nixon will soon be discussing national security and terrorist threats with the Secretary of Defense, the Secretary of Homeland Security, the Assistant to the President for Homeland Security and Counterterrorism, the Assistant Secretary of Defense for Homeland Defense and Americas’ Security Affairs, and most ominously the commander of NORTHCOM. Nixon’s initial support for the MIAC Report reveals that he agrees with its conclusion that libertarians and supporters of Ron Paul are domestic terrorists. It is significant that he will be sitting on a council along with members of the Department of Homeland Security. In April, following the release of the MIAC Report and a similar report issued the Virginia Terrorism Threat Assessment, a DHS document entitled “Rightwing Extremism: Current Economic and Political Climate Fueling Resurgence in Radicalization and Recruitment” surfaced. The DHS document characterized returning veterans, gun owners, and opponents of Obama and big government as domestic terrorists. It also listed those opposed to abortion or immigration as potential extremists and cited groups that reject federal authority in favor of state or local authority as potential sources of hate crime. In August, after a whirlwind of negative coverage, a freedom of information act request revealed that the report was not based on any reliable supporting evidence. “According to the DHS, the report was compiled based purely on around 50 internet articles, the credibility of which is severely questionable,” Steve Watson wrote at the time. According to research conducted by Americans for Legal Immigration, the MIAC report was in essence crafted by the Southern Poverty Law Center and Anti Defamation League. An FOIA request filed by Americans for Limited Government attempted to find out where the Department of Homeland Security received the information for its report. “Our worst fears about what went into this memo have been confirmed. The government department that was supposed to be tasked with identifying domestic terrorist threats is apparently using news stories, kooky websites, and conjecture instead of actual hard intelligence reporting and analysis… This is a disgrace, and calls into question what it is that the so-called ‘Extremism and Radicalizaton Branch of the Homeland Environment Threat Analysis Division’ actually does,” wrote the organization’s president. Obama Executive Order Stokes Martial Law Fears Some warn expansion of military involvement in domestic security could lead to “end of United States as a Republic”

An Obama executive order that creates a council of state governors who will work with the feds to expand military involvement in domestic security has stoked fears that the administration is stepping up preparations for martial law. The order, which is entitled Establishment of the Council of Governors (PDF), creates a body of ten state governors directly appointed by Obama who will work with the federal government to help advance the “synchronization and integration of State and Federal military activities in the United States”. The governors will liaise with officials from Northcom, Homeland Security, the National Guard as well as DoD officials from the Pentagon “in order to strengthen further the partnership between the Federal Government and State governments,” according to the executive order. In October 2008, Northcom, a Unified Combatant Command of the United States military based out of Peterson AFB, Colorado Springs, was assigned the 3rd Infantry Division’s 1st Brigade Combat Team returning from Iraq. An alarming September 8 Army Times report which was later denied after it sparked controversy stated that the troops would be used by Northcom to deal with “civil unrest and crowd control” in the aftermath of a national emergency. The Obama executive order states that governors will help advise the feds on National Guard, homeland defense, and civil support activities. The fact that the order further blurs the lines between state and federal power, as well as greasing the skids for more military involvement in domestic affairs has stoked fears that Obama may be laying the groundwork for his promised “national civilian security force”.
Conservatives and libertarians responded to the announcement by expressing their suspicion that Obama is preparing to give governors their marching orders in targeting “anti-government” types that have long been characterized as a terrorist threat by the feds in numerous reports stretching back over a decade. “There is a definite purpose to this,” wrote one commenter on the popular Free Republic website, “The initial steps toward a domestic “Civilian Security Force” in each state, as called for by the fascisti during the campaign. It will be coordinated at the state level, under the authority of DHS and DoD and assorted agencies. The provision will be made for it to be “federalized” in an emergency, as is the National Guard.” “This is a concrete step toward eliminating the independent authority and dissolving the sovereignty of the several States. It lays the groundwork for the end of the United States as a Republic,” she adds. Others warn that Obama could be preparing to cancel elections under the justification of a national emergency, a fear that was often expressed when Bush was in office but one that never materialized. However, the executive order clearly represents another assault on Posse Comitatus, the 1878 law that bars the military from exercising domestic police powers, which was temporarily annulled by the 2006 John Warner National Defense Authorization Act before parts of it were later repealed.
