AsCraig Monteilh andMother Jones have
revealed, the FBI’s so-called terror investigations are largely a sham and most that go to court are frame-up
jobs led by the agency.
In addition to Lieberman, House Homeland Security Committee Chairman Peter King,
R-N.Y., who has made a cottage industry out of shrill warnings about the supposed Muslim threat, said the House
will soon produce its own report.
The International Association of Chiefs of Police, National Sheriffs Association,
Major Cities (Police) Chiefs Association, Major County Sheriffs Association, National Governors Association
Homeland Security Advisors Council, National Narcotics Officers Coalitions Association, National Fusion Center
Association, and Association of State Criminal Investigative Agencies also condemned the report.
The Senate report, however, misses the point – for the government, fusion centers
are not a boondoggle wasting tax payer money, they are the tip of the spear in intelligence gathering on enemies of

The Atlantic describes the recent Big Brother tactics used by LA County Sheriffs to “police” areas such as
Compton. Residents were unaware (“A lot of people do have a problem with the eye in the sky, the Big
Brother, so to mitigate those kinds of complaints we basically kept it pretty hush hush“)that, as the
police stated, “we literally watched all of Compton during the times that we were flying, so we could zoom in
anywhere within the city of Compton and follow cars and see people,” as they trialled a new system which if
adopted, would mean Americans can be policed like Iraqis and Afghanis under occupation. As
The Atlantic concludes, the sheriff didn’t conclude that the “wide area surveillance” wouldn’t be like
Big Brother after all, just that Big Brother capabilities would help to solve more crimes… so why not
tryout mass surveillance?
In a secret test of mass surveillance technology, the Los Angeles
County Sheriff’s Department sent a civilian aircraft over Compton, California, capturing high-resolution video of
everything that happened inside that 10-square-mile municipality.
Compton residents weren’t told about the spying, which happened in 2012. “We literally watched all of
Compton during the times that we were flying, so we could zoom in anywhere within the city of Compton and follow
cars and see people,” Ross McNutt of Persistence Surveillance Systems told the Center for
Investigative Reporting, which unearthed and did the first reporting on this important story. The technology
he’s trying to sell to police departments all over America can stay aloft for up to six hours. Like Google Earth,
it enables police to zoom in on certain areas. And like TiVo, it permits them to rewind, so that they can look back
and see what happened anywhere they weren’t watching in real time.
If it’s adopted, Americans can be policed like Iraqis and Afghanis under occupation…

Sgt. Douglas Iketani acknowledges that
his agency hid the experiment to avoid public opposition. “This
system was kind of kept confidential from everybody in the public,”he said. “A lot of people do have a problem with
the eye in the sky, the Big Brother, so to mitigate those kinds of complaints we basically kept it pretty hush
hush.” That attitude ought to get a public employee summarily terminated.
“Our first initial thought was, oh, Big Brother, we’re going to have a camera flying over us. But with the
wide area surveillance you would have the ability to solve a lot of the unsolvable crimes with no witnesses, no
videotape surveillance, no fingerprints.”
Notice that he didn’t conclude that the “wide area surveillance” wouldn’t be like Big Brother after all,
just that Big Brother capabilities would help to solve more crimes.
So why not try them out?
He later explains that while the public may think its against this, we’ll get used to it:
I’m sure that once people find out this experiment went on they might be a little upset. But knowing that we
can’t see into their bedroom windows, we can’t see into their pools, we can’t see into their showers. You know,
I’m sure they’ll be okay with it. With the amount of technology out in today’s age, with cameras in ATMs, at
every 7/11, at every supermarket, pretty much every light poll, all the license plate cameras, the red light
cameras, people have just gotten used to being watched.
Many Americans elect their own sheriffs. This is the future if
nothing is done to stop them.

The US intelligence whistleblower

Snowden made his comments in a short video that was played before a debate on the proposition

From day one, they’ve attacked your liberty in big ways - and
they’re not even close to being done yet.
A network of 77 “fusion” intelligence centers, set up
around the country under the auspices of the federal Department of Homeland Security, has over the past decade
uncovered little information that could be useful in defending the nation against terrorism. It also created
numerous reports on the legal, everyday of activities of ordinary Americans, according to a Senate report released Tuesday.
In Federal
Support for And Involvement in State and Local Fusion Centers, the Senate Permanent Subcommittee on
Investigations wasted no time in panning the work of the centers, which the panel found to be of little to no
value in guarding the nation against the threat of domestic terrorism. Instead, the centers themselves pose a
threat to our constitutional liberties, as the report noted early in its executive summary:
The Subcommittee investigation found that DHS-assigned detailees to the fusion centers forwarded “intelligence”
of uneven quality — oftentimes shoddy, rarely timely, sometimes endangering citizens’ civil liberties and Privacy
Act protections, occasionally taken from already-published public sources, and more often than not unrelated to
terrorism.
The centers, established to “fuse’ the efforts of state and law enforcement agencies with those of federal
investigators in uncovering security threats, has produced an undetermined number of reports like the
following:
• “Ten Book Recommendations for Every Muslim,” a list of reading suggestions offered by a Muslim community
group, included books by four authors whose names were listed in a terrorism database.
• In Santa Cruz, California, a speaker gave a daylong motivational talk and a lecture on “positive parenting”
at a Muslim center.
• “Possible Drug Smuggling Activity” was reported by a pair of state wildlife officials who spotted two men in a
fishing boat “operating suspiciously” in water near the U.S.-Mexico border. The report noted that the fishermen
“avoided eye contact” and that their boat appeared to be low in the water, “as if it were laden with cargo.”
Fusion centers have created headlines and generated outrage and ridicule in recent years by sending out alerts
about Ron Paul bumper stickers, the American Civil Liberties Union, activists for and against legalized abortion,
and gun-rights advocates.
After reviewing more than 600 unclassified reports over a one-year period, “The subcommittee investigation could
identify no reporting which uncovered a terrorist threat, nor could it identify a contribution such fusion center
reporting made to disrupt an active terrorist plot,” said the report of the subcommittee, chaired by Democrat Carl
Levin of Michigan, with Tom Coburn of Oklahoma the ranking Republican.
There is no telling how much taxpayer money was spent in preparing the fusion reports, since Congress has
created such a complicated, multi-sourced grant process that even Department of Homeland Security officials don’t
know how much money they have received and spent on the centers. The fusion centers are under the authority of the
DHS, but are funded mainly by grants to local governments from the Federal Emergency Management Agency. The Senate
panel estimated that somewhere between $289 million and $1.4 billion in federal appropriations were spent on the
fusion centers between 2003 and 2011. Federal spending accounts for 20 to 30 percent of the costs of operating the
fusion centers, the report said, with the remaining 70 to 80 percent funded by state and local governments.
Whatever the total dollar amount is, the fusion centers have had enough money to spend heavily on data-mining
software, flat-screen televisions and, in Arizona, two fully equipped Chevrolet Tahoes that are used for commuting,
investigators found. Though the millions, or possibly billions, spent on the fusion centers has produced little of
value, according to the report, Congress is unlikely to cut off or even reduce funding for the program. Its
effectiveness, or lack thereof, in uncovering terrorist threats might be less important to members than the
politically rewarding effects of sending all that money home to state and local law enforcement agencies.
And it may also be difficult to make a convincing case about the inefficiency of the centers in fulfilling their
mission when the Department of Homeland Security can’t tell us what the mission is. Testifying before Congress last
year, Secretary of Homeland Security Janet Napolitano pointed to the FBI’s Joint Terrorism Task Force as the
federal, state and local effort dealing directly with the domestic terrorist threat.
“A JTTF is really focused on terrorism and terrorism-related investigations,” the Secretary said. “Fusion
centers are almost everything else.”
Given the difficulty of evaluating in any definitive way “almost everything else,” Congress will likely go on
funding it.
Aside from the cost, there are issues of civil liberties involved in the practice of spying and reporting on the
reading and fishing activities or the parenting advice given by people here in the “Homeland.” Indeed the problem
has been recognized by officials in the Department of Homeland Security, who rejected many of the reports cited by
the Senate panel.
“We cannot report on books and other writings” just because the authors are named in a terrorism database, a DHS
reviewer in Washington wrote in response to the report on the reading list put out by the Muslim community group.
“The writings themselves are protected by the First Amendment unless you can establish that something in the
writing indicates planning or advocates violent or other criminal activity.”
“The number of things that scare me about this report are almost too many to write into this (form),” a Homeland
Security reviewer wrote after analyzing the report on the motivational talk and lecture on “positive parenting” at
the Muslim center in Santa Cruz. The reviewer noted that “the nature of this event is constitutionally protected
activity (public speaking, freedom of assembly, freedom of religion.)”
Another reviewer was obviously frustrated over the report on the men in the fishing boat by officials who
suspected drug smuggling. “The fact that some guys were hanging out in a boat where people normally do not fish
MIGHT be an indicator of something abnormal, but does not reach the threshold of something we should be reporting,”
the Homeland Security official wrote, adding that the report “should never have been nominated for production, nor
passed through three reviews.”
That the report was ultimately nixed should be mildly encouraging, though the fact that it had earlier passed
three reviews says something about the size and efficiency of the DHS bureaucracy. But the Senate panel also wanted
to know why reports on legal activities were stored at Homeland Security headquarters in Washington for a year or
more after they had been canceled. The storage is an apparent violation of the U.S. Privacy Act, which prohibits
federal agencies from keeping information on constitutionally protected activities without a valid reason. The
practice is also in conflict, the report said, with DHS guidelines, which mandate that once a determination is made
that a document should not be maintained, “the U.S person identifying information is to be destroyed
immediately.”
“It was not clear why, if DHS had determined that the reports were improper to disseminate, the reports were
proper to store indefinitely,” the Senate report said. DHS replied that the canceled reports could still be
retained “for administrative purposes such as audit and oversight.”
Homeland Security Department spokesman Matthew Chandler called the Senate’s report on fusion centers “out of
date, inaccurate and misleading,” the Associated Press reported. Chandler faulted the report for focusing only on
information produced by fusion centers while not considering the benefit to state and local officials in receiving
intelligence from the federal government.
Yet the vacuous nature of that “intelligence” appears to be the entire point of the report. The subcommittee
discovered that until this year, the federal reports officers at the fusion centers received five days of training
and were never tested or graded afterward. One unidentified Homeland Security official described the problem in
stark terms:
You would have some guys, the information you’d see from them, you’d scratch your head and say, “What planet are
you from?”

Call it Stasi, the American version, circa 2008. “The
government is rounding up your cell phone numbers, insurance claims, credit reports, financial records, and the
names of your associates and relatives and sharing them with law enforcement officials nationwide,” reports
John Byrne for Raw Story. “So-called ‘fusion centers’ set up after the Sept. 11, 2001
attacks collect, store and analyze commercial and public data on unknown millions of Americans. Little is known
about the centers, though they received $254 million from the Department of Homeland Security between 2004 and
2007.”
In East Germany before our rulers decided the Berlin Wall must fall, the Stasi did much the same, although they
didn’t have the sophisticated technology available to the mysterious “fusion centers” in the United States. But the
idea was exactly the same — to ferret out dissidents and compile dossiers on every aspect of their lives.
The Ministry of Homeland Security, the FBI, the Pentagon, the CIA, the
NSA — these folks are not interested in the coming and goings of apolitical Joe Sixpack, who is not a threat
to the state. And the “fusion centers” are not gathering info on al-Qaeda — blond hair and blue eyes or
otherwise — because there is no such thing, or only such a thing when the government decides it is time to
scare witless adults and small children. No, the target here, as decades-long revelations about the FBI
demonstrate, are people involved in the antiwar movement, the so-called patriot movement, environmentalists
not funded by the Ford and Rockefeller foundations, that is to say anybody and everybody opposed to the
government and not part of the fake opposition.
John Byrne continues:
Documents obtained by the Washington Post’s Robert O’Harrow Jr. for Wednesday’s papers reveal that the
centers — which have flown beneath the public’s radar — have information that now includes unlisted cell phone
numbers, insurance claims, driver’s license photographs, credit reports and even top-secret data systems at the
CIA.
“Dozens of the organizations known as fusion centers were created after the Sept. 11, 2001, terrorist
attacks to identify potential threats and improve the way information is shared,” O’Harrow says. “The centers
use law enforcement analysts and sophisticated computer systems to compile, or fuse, disparate tips and clues
and pass along the refined information to other agencies. They are expected to play important roles in national
information-sharing networks that link local, state and federal authorities and enable them to automatically
sift their storehouses of records for patterns and clues.”

The fusion centers also have subscriptions to information systems that provide information on
Americans’ locations, financial holdings, associates, relatives and firearms licenses. (emphasis

And why would the government — from the Pentagon, FBI, CIA down to the local cops — want to know your location
and if you own firearms? It wouldn’t be because they may eventually decide you need to be rounded up and put in a
special camp, would it? It wouldn’t have anything to do with a Katrina-styled door-to-door search for guns? It’s a
heck of a lot easier to confiscate your weapons and violate the Second Amendment if the cops and mercenaries —
excuse me, “contractors” — know where you are at all times, who you associate with, and where your guns are.
It’s a rhetorical question, of course. Government always, without exception, has a keen interest in keeping an
eye on the opposition and, as the historical record shows, this obsession invariably leads to tyranny and
concentration camps.

As the people of the world grapple with a pandemic that is demonstrably less deadly
than originally reported, the public is being primed to accept an exponential increase in invasions of personal
liberty and privacy. Every day the public grows more weary of lock downs which seem to never end, and the
bankrupting of individuals and businesses around the world. Amidst the frustration and protest a solution is being
presented.
To return to normal, we are told, we must accept certain changes to how our world
operates. Of course, this is actually a push to a “new normal” which will mark the worldafterCOVID-19. Just like the attacks of September 11, 2001, there is the world
we knew before, and there is the post-9/11 era. We are currently in the middle of the COVID-19 era and a shift to
post-COVID19 life will not happen without the completion of local, state, national, and international programs
which identify potential infectees, test them, and, if positive, quarantine them in their homes or other government
facilities.
This is what is known as a contact tracing program. You have likely heard the term
in recent days and weeks because a number of local and state bodies within the United States are considering or
already launching contact tracing programs. Nations like China, Singapore, India, South Korea, and Israel have
implemented these programs but have also faced criticism from digital rights advocates for violations of privacy
protections.
So what exactly is contact tracing?
Contact tracing is a process of identifying individuals who may have come into
contact with an infected person, collecting information about their contacts, and then tracing the contacts of
infected individuals. All persons who may have come into contact with an infected individual are tested for
infection, treated for the infection, and their contacts traced as well.
Regarding the COVID-19 pandemic, we are seeing calls for digital contact tracing
using cell phones to notify individuals when they may have come into contact with an infected person or visited a
hot spot of infection. Digital contact tracing apps use Bluetooth to track encounters, a move which is supposed to
anonymize actual location data. Other forms of contact tracing apps involve the use of location data gathered from
cellular networks.
Additionally, tech giants Apple and Google have promised to help slow the spread of
the virus with new
tracking apps that the public can download to report themselves as infected. Using Bluetooth,
the phones will warn app users when they are near an infected person or a hot spot. The programs will use data
from Android and iPhone users who volunteer for the program later this month. Jennifer Granick, a surveillance
and cybersecurity attorney with the American Civil Liberties Union told Politico that the joint effort between
the tech companies “appears to mitigate the worst privacy and centralization risks.” However, “there
is still room for improvement.”
Microsoft is collaborating with the University of Washington on their own project
which the university promotes as a privacy based contact tracing app. Researchers with the University of Washington
and UW Medicine worked with volunteers from Microsoft to develop CovidSafe. The
researchers stated that the app will alert users about potential exposure to COVID-19, but will do so without
giving up anyone’s privacy.
“With CovidSafe, all information is stored locally on your phone unless you choose to share
that you’ve tested positive,”explained Justin Chan, a UW doctoral student in the Paul
G. Allen School of Computer Science & Engineering.“Only then is your data sent to a
secure server, and the app alerts anyone who has been nearby. After these notifications are sent, all the
information is deleted.”
CovidSafe is not the only attempt to build a privacy-based contact tracing program.
In April, a team of researchers launched Coalition, a free contact tracing app designed to protect users’ privacy and
protect communities during the COVID-19 crisis. Coalition claims to utilize secure Bluetooth Low Energy (BLE) and
cryptography to protect a user’s identity by generating random anonymous IDs. The app uses Coalition’s Whisper
Tracing, an open source privacy-first protocol that randomizes a user’s device identity and does not share
identifiable information with the cloud.
Building a Contact Tracing Army
New York Governor Andrew Cuomorecently announced efforts by NY state to hire thousands
of contact tracers. The state’s contact tracing program is being developed with $10 million from former New York
City Mayor Michael Bloomberg and support from Johns Hopkins University. Cuomo stated that applicants will need to
go through a training program and pass an online exam before being granted the authority of contact tracer. The
state’s program will involve identifying COVID-19 positive individuals, interviewing them about contacts in the
previous two weeks, and then those contacts must isolate for two weeks.
By late April, calls for contact tracing had grown so loud that Congressman John
Garamendi introduced a bill that would “expand volunteer opportunities within AmeriCorps and the
Federal Emergency Management Agency”. Garamendi is the Co-Chair of the AmeriCorps, a nationwide volunteer force
created by former President Bill Clinton in 1993. The Orwellian bill –“Undertaking
National Initiatives to Tackle Epidemic Act”or the UNITE Act – would allow AmeriCorps
and FEMA to create a national contact-tracing corps.
“The coronavirus pandemic has put an unprecedented strain on our society, and our
nation requires a significant scaling of testing and contact tracing in order to flatten the curve and lift
stay-at-home orders,”
Garamendi stated.
Coincidentally, the UNITE Act lines up with recent calls for a contact tracing
“army”. The South Carolina Department of Health and Environmental Control called for more contact tracers in the
state. Dr. Joan Duwve, the Director of Public Health for DHEC, said being able to test someone rapidly was
necessary. “We need an army of contact tracers to respond in a short time to someone who has a positive
diagnosis,”Duwve said.
On the opposite side of the country, California Governor Gavin Newsom has partnered
with the University of California, Los Angeles and the University of California, San Francisco to train more than
3,000 employees to become “coronavirus detectives“. During a live streamed press conference Newsom described the
efforts as a training academy designed to build an “army” of 20,000 people who can test, trace, and isolate people who may be infected.
Sonia Angell, California Department of Public Health director and State Health Officer, also stated that the new
contact tracing program will be connected to California’s existing digital disease surveillance platform. Angell
claims the database will be confidential.
The push for international contact tracing programs has also blossomed in nations
like South Korea and China, who are praised for their aggressive approaches to slowing the growth of the virus.
Forbes noted that South Korea has had a massive drop in COVID-19
diagnoses largely due to “mass rapid testing and comprehensive digitally-enabled contact tracing”. South Korea has
also used GPS phone tracking, CCTV cameras, credit card transaction monitoring, and automated text alerts as part
of a comprehensive universal contact tracing program.
The Chinese government approach is what you would expect from a totalitarian
communist state: an all encompassing app that pretty much “controls your
life.” Bloomberg describes China’s contact tracing app as a “public-private ‘health code’
system” which issues one of three risk assessments in the form of a colored QR code.“A green QR code, which denotes a low risk of having the virus, is the general default, while coming
into contact with an infected person can trigger a yellow code and a mandatory quarantine. Red is for a likely
or confirmed case,”Bloombergreported.It
does not take an extremely paranoid mind to see how this system could be easily abused.
The Indian government recently launched their contact tracing app – Aarogya Setu –
which quickly became the fastest downloaded app on record, with more than 83 million users. Although India is not
the first nation to implement a nationwide contact tracing program, the nation lacks strong privacy and data
protection laws for its more than 1.3 billion citizens. The Guardian reported that the pandemic is being “used as a pretext to erode privacy and
freedom of speech in the name of ‘winning the war’ against coronavirus.” In April The Guardian revealed that a draft government memo explained how the data
gathered by the contact-tracing app could be “de-anonymized” by government officials.
Israel’s attempted grab for tyrannical health surveillance powers were recently
hampered by a decision from the Supreme Court which banned the intelligence community from
tracing the phone location of those infected with COVID-19. The Israeli Shin Bet service was
given emergency powers through the end of April before the court warned of a “slippery slope” where the
surveillance tool could be used against innocent individuals. Whitney Webb recently reported that at least three tech companies involved in the build out
of the “coronavirus surveillance system” have connections to Israel’s government and the usual Big Tech
players.
Following The Orders of the WHO
In early April, Dr. Michael Ryan, the head of the
World Health Organization’s team responsible for the international containment and treatment of
COVID-19, called for looking into families to find potentially sick individuals and isolate them from their
families.
“Due to lock down, most of the transmission that is actually happening in many
countries now is happening in the household at a family level,”Ryan
stated. “In some senses, the transmission has actually been taken off the streets
and pushed back into family units… Now we need to go and look into families, and find those people
who are sick and remove them and isolate them in a safe and dignified manner.”
Ryan was also involved in the now-infamous Event 201, a global
pandemic simulation, conducted on October 18, 2019, funded by the Bill and Melinda Gates Foundation, the World
Economic Forum, and John Hopkins University Center for Health Security.
Ryan’s bio states that “from November 2013 to October 2014 he worked with GPEI as Middle East
Polio Response Coordinator” and partnered with the Bill and Melinda Gates Foundation (among others) for a
vaccination program which reached 25 million children in eight target countries as part of 44 mass polio
vaccination campaigns.
Ironically enough, the WHO released a document in 2019 which states that under no
circumstances should contract tracing be used. The document, first
reported on by independent researcher Kenny Palurintano, details the WHO’s views on
Non-pharmaceutical intervention (NPI) in response to a pandemic. In section 6.1, “Contact Tracing,” under “quality
of evidence”, it states, “There is a very low overall quality of evidence that contact tracing has an unknown
effect on the transmission of influenza.” Additionally, under the “Executive Summary”, in Table 1, the WHO
lists contact tracing under the heading “Not Recommend In Any Circumstances”.
Despite the WHO’s own documents denying the validity of contact tracing, officials
in Ventura County are heeding the call of WHO official Dr. Michael Ryan. At a May 4 press conference, Ventura County
Public Health Director Dr. Robert Levin said those who live in homes where they could expose family members to
COVID-19 could be removed from their homes and moved into other health facilities.
“We also realize that as we find more contacts, some of the people we find are
going to have trouble being isolated. For instance, if they live in a home where there is only one bathroom and
there are three or four other people living there, and those people don’t have COVID infection, we’re not going to
be able to keep the person in that home,”Levin stated.“Every person who we’re isolating, for instance, needs to have their own bathroom.And so we’ll
be moving people like this into other kinds of housing that we have available.”
The Ventura County Public Health board did not elaborate on what other kinds of
housing might be made available to those unable to quarantine at home.
If there is a silver lining to the growing support for contact tracing, it might be
the public’s own hesitance to join. According to Forbes, nation-states need about 60 percent of their population to adopt
and regularly use the tool for it to be effective. Forbes reports that most cities are not likely to achieve 60% or
even 40% compliance. Unfortunately,Forbesreminds
us,“It’s a relentless fight. Andit takes an army of tracers.”
Forbes also notes that cities will need to “force changes of behavior” before reopening society.
“Contact-tracing apps are being seen as one of the conditions of ending
lockdowns—mandating and enforcing their use might become a logical next
step.“
How exactly the cities, states, and nations will enforce the use of contact tracing
apps remains to be seen, but we are already seeing a rise in reports of arrests of individuals who violate orders
to close businesses, stay home, and practice social distancing. What should we expect to see when an individual or
an entire community chooses to opt-out of contact tracing surveillance programs?
It is important to understand that contract tracing is only one part of an overall
strategy which poses a danger to liberty and privacy. In addition to creating mobile apps which snitch on you,
Apple, Facebook and Google are also sharing data
with the government to help determine if the public is following social distancing guidelines.
MIT Technology Review reported that at least one company is selling an app that uses machine
learning Artificial Intelligence to monitor social distancing. Meanwhile, Reuters reported that Amazon is using similar software to enforce social distancing
between their warehouse staff. There are also reports of “pandemic drones” flying above the skies of Connecticut
and Maryland to monitor social distancing and take temperatures.
Together these technologies represent the foundation of the Technocratic State,
built on top of the fears of a public which has been conditioned to accept any and all relief from the terrifying
round-the-clock coverage of the COVID-19 pandemic. If the public accepts the COVID1984 Technocracy in the name of
“getting back to normal” it’s likely the world we have known will be regarded as a relic of a past era, a quaint
idea of what life was like and what it could be, if only the public could defeat the new invisible enemy, COVID19.
However, it’s important to understand the institutions which are benefitting from the current pandemic. Only by
acknowledging the true power players – those who maneuver behind the scenes to profit and enslave – can the free
hearts and minds of the world defeat the true enemy: COVID-1984.

In response to federal overreach, most people tend to focus on three types of actions to stop them: elections,
conventions, and lawsuits. While they all have their place in an overall strategy to defend the Constitution, none
of them should be the first step forward. That is, if you follow the advice of the “Father of
the Constitution.”
Here’s what James Madison had to say in Federalist
#46. The Influence of the State and Federal Governments Compared:
“Should an unwarrantable measure of the federal government be unpopular in particular States, which would
seldom fail to be the case, or even a warrantable measure be so, which may sometimes be the case, the means of
opposition to it are powerful and at hand. The disquietude of the people; their repugnance and, perhaps refusal
to cooperate with officers of the Union, the frowns of the executive magistracy of the State; the embarrassment
created by legislative devices, which would often be added on such occasions, would oppose, in any State, very
serious impediments; and were the sentiments of several adjoining States happen to be in Union, would present
obstructions which the federal government would hardly be willing to encounter.”
Let me translate. Madison said that when the federal government passes an unconstitutional measure there are
powerful methods to oppose it – amongst the people and in the states. He also pointed out that those methods were
available even for warrantable, that is constitutional, measures.
Madison told us of four things that should be done to resist federal powers, whether merely unpopular, or
unconstitutional.
1. Disquietude of the people – Madison expected the people would throw a fit when the feds usurped
power – even using the word “repugnance” to describe their displeasure. That leads to the next step.
2. Repugnance and Refusal to co-operate with the officers of the Union – Noncompliance. The #1
dictionary of the time defined repugnance as “disobedient; not obsequious” (compliant). If you want to stop the
federal government, you have to disobey them. Madison also suggested that people would perhaps directly refuse to
cooperate with federal agents. This is an approach we preach here every day at the Tenth Amendment Center. James
Madison apparently knew what we know today. The feds rely on cooperation from state and local governments, as well
as individuals. When enough people refuse to comply, they simply can’t enforce their so-called laws.
3, The frowns of the executive magistracy of the State – Here Madison envisions governors formally
protesting federal actions. This not only raises public awareness; executive leadership will also lead to the next
step – legislative action.
4. Legislative devices, which would often be added on such occasions – Madison keeps this
open-ended, and in the years soon after, which I’ll cover shortly, we learn how both he and Thomas Jefferson
applied this step.
Madison also told us that if several adjoining States would do the same it would be an effective tool to stop
federal acts. To repeat, he said that doing this “would present obstructions which the federal government would
hardly be willing to encounter.”
Judge Andrew Napolitano agreed recently and said that people need to stop enforcing unconstitutional federal
laws. He also said that if you could get an entire state doing this, it would make federal laws “nearly impossible
to enforce.”
What’s important to note here, are some glaring omissions. The powerful means that Madison told us would be used
to oppose federal power successfully did NOT include federal lawsuits in federal courts. He also did NOT include
“voting the bums out” as a strategy, either.
FIRST RESPONSE
Compare that with how people generally respond to what they consider unconstitutional or unpopular federal acts
today.
The first thing I tend to hear from people who are opposed to a federal act is the “vote the bums out” mantra.
We’ll fire congress, right?
Or some people tell us we have to sue and let the courts decide.
I’ve got some news for you. There’s nothing from the founders – anywhere – in which they tell us that our first
response to extreme, repeated violations of the constitution and liberty is to vote the bums out, or sue the feds
in federal court. Nothing.
LEGISLATIVE DEVICES
Thomas Jefferson followed up on this in 1798 with the same kind of advice. That year, the Adams administration
passed a wildly unconstitutional attack on the freedom of speech with the Alien and Sedition Acts. In response,
while sitting as vice-president, Jefferson secretly drafted the Kentucky Resolutions, and here’s a little of what
he wrote:
“The several states composing the united states of america are not united on a principle of unlimited
submission to their general government.”
“where powers are assumed which have not been delegated, a nullification of the act is the rightful
remedy”
“that every State has a natural right in cases not within the compact to nullify of their own authority all
assumptions of power by others within their limits: that without this right, they would be under the dominion,
absolute and unlimited, of whosoever might exercise this right of judgment for them”
Madison was consistent in his views on this. In 1798, he also drafted and help pass something known as the
Virginia Resolutions, a state-level “legislative device” in response to the Alien and Sedition Acts. Here’s a key
part:
in case of a deliberate, palpable, and dangerous exercise of other powers, not granted by the said
compact, the states who are parties thereto, have the right, and are in duty bound, to interpose for arresting
the progress of the evil, and for maintaining within their respective limits, the authorities, rights and
liberties appertaining to them.
Like Madison advised in Federalist #46, both he and Thomas Jefferson advised a state-level response to dangerous
federal acts. In 1798, neither of them even mentioned voting or lawsuits.
Jefferson told us that a “nullification is the rightful remedy.” And Madison told us that states are “duty-bound
to interpose.”
When Daniel Webster called on these same principles in response to military conscription plans during the war of
1812, he said:
“The operation of measures thus unconstitutional and illegal ought to be prevented by a resort to other
measures which are both constitutional and legal. It will be the solemn duty of the State governments to
protect their own authority over their own militia, and to interpose between their citizens and arbitrary
power. These are among the objects for which the State governments exist; and their highest obligations bind
them to the preservation of their own rights and the liberties of their people”
Here’s the bottom line. You are not supposed to wait 2 or 4 years for some new politicians to get in office and

talking about martial law and that's because we are constantly fed with new examples of how America has turned
into a police state right in front of our very eyes.
The latest instance comes out of Ohio and has been labeled 'the Ohio
Patriot Act'.
One state representative said it resembles Gestapo-style tactics
of government, and there could be changes coming on the streets of Ohio's small towns and big
cities.
The Ohio Patriot Act has made it to the Taft's desk,
and with the stroke of a pen, it would most likely become the toughest terrorism bill in the country. The lengthy
piece of legislation would let police arrest people in public places who will not give their names, address and
birth dates, even if they are not doing anything wrong.
WEWS reported it would also pave the way for everyone
entering critical transportation sites such as, train stations, airports and bus stations to show
ID.
Simultaneously, theMiami Police Department announced an
identical 'shock and awe' program in which cops would randomly conduct sieges on buildings with no evidence
linking them to terrorist activity and randomly check identification
The Miami and now Ohio model is akin to the police
looking for a man driving a red Volkswagen in the western United States. They decide to raid a bank building in
Albuquerque because the felon just might happen to be in that one building out of a list of potential hundreds of
thousands.
It makes absolutely no sense unless it is designed to
scare people into groveling to the overlords in black ski masks.
This is to be implemented NATIONWIDE: "The so-called
"Visible Intermodal Protection and Response" teams — or VIPER teams — will patrol Amtrak's Northeast Corridor and
Los Angeles rail lines; ferries in Washington state; bus stations in Houston; and mass transit systems in Atlanta,
Philadelphia, Washington and Baltimore."
The VIPER
teams have nothing to do with preventing terrorism, they are there to get people to cower and accept they are
under control. Air marshal spokesman David Adams has commented that there is no new intelligence indicating
that terrorists are interested in targeting transportation modes.
The move into martial law comes shortly after the
incident in Miami where reportedly mentally unstable man Rigoberto Alpizar was gunned down on board American
Airlines Flight 924 for "saying he had a bomb".
We
exposed the fact that witnesses reported that Alpizar never
screamed that he had a bomb and passengers related that they were more frightened of Air Marshals putting guns to
their head and threatening them not to look at what was taking place. The incident was a primer for the move to put
federal militarized police on the streets and all over transport networks.
This is total Stasi America and it has nothing to do with
keeping you safe as they tag on blanket amnesty provisions to the latest immigration bill. The borders are wide
open and border patrol have in the past beenordered to
stand down and not arrest illegals.
The one place where all this security and police presence would be its most useful,
the border, is the only place that the federal government is willing to turn a blind eye to. Test runs where
terroristssmuggle dummy nuclear bombs across
the border without being apprehended were successfully conducted by Glenn Spencer's American Border Patrol on
three separate occasions.

Three years ago Governor Ridge announced that Americans
would have to have an ID card to have a job and that we would all be graded on four different color coded levels of
security clearance. Cameras scanning your license plates, cameras scanning the RFID tag on your inspection sticker,
cameras biometrically scanning your face.

has already arrived in major cities.
Senate bill 742 in Oregon which was slimly defeated by just three votes would have classified terrorism as a
plethora of completely unrelated actions. Downloading music, blocking traffic, writing a hot check or any form
of protest. All these would be punishable by life in prison unless you agreed to attend a "forest labor camp"
for 25 years of enforced labor.

Lethal Force Against “Unarmed Civilians” During “Full Scale Riots” in U.S.
Training manual outlines "sniper response" during crowd
control operations

A document released by the U.S. Army
details preparations for “full scale riots” within the United States during which troops may be forced to engage in
a “lethal response” to deal with unruly crowds of demonstrators.
The appearance of the document amidst growing unrest in Ferguson, Missouri, with the National Guard
now being called in to deal with the disorder, is an ominous coincidence.
The 132-page document, titled U.S. Army Techniques Publication 3-39.33: Civil
Disturbances (PDF), was written in April 2014 and recently obtained by Public Intelligence.
The document makes it clear that the techniques detailed therein are to be applied both outside
and inside the “continental United States (CONUS)” in the event of “unruly and violent crowds” where
it is “necessary to quell riots and restore public order.”
The training manual outlines scenarios under
which, “Civil unrest may range from simple, nonviolent protests that address specific issues, to events that turn
into full-scale riots.”
The most shocking aspect of the document is the fact that it describes the deployment of a “lethal
response” directed against “unarmed civilians,” including “sniper response” and “small arms direct fire.”
Under the heading “sniper response,” the document states, “Ensure that target leaders or
troublemakers are targeted,” in addition to a passage which states, “Exploit the psychological effect of an
attack.”
Under the heading “small arms direct fire,”
the manual states, “Escalate gradually, starting with a small caliber, single round and work up to a large caliber,
automatic.”
Another graphic which depicts “escalation of trauma” directs soldiers how to use “riot batons” in
order to cause the necessary level of injury or death to the subject. “Deadly force final target areas” include the
back of the neck, the solar plexus, the neck, the spine and the head.
In light of events in Ferguson, where a
predominantly black community has faced off with militarized police, it’s interesting to note that the manual makes
reference to civil unrest that can arise out of “ethnic hatred” and, “Community unrest (that) results in urban
conflicts that arise from highly emotional social and economic issues.” The document also mentions how rioters
target “retail stores,” as happened during the looting in Ferguson.
“Significant ethnic differences in a community can create an atmosphere of distrust, even hatred……
(and) can cause an eruption of civil disorder that can lead to full riots,” states the document.
Although the document makes reference to the Constitutional rights of American citizens it goes on
to stress that such protections are null and void under a state of emergency, asserting that Posse Comitatus, which
is supposed to limit the power of the federal government to use military personnel domestically, “does not apply”
under declared “emergency authority” or “When the need for the protection of federal property or federal functions
exists.”
It is important to stress that this training manual applies to U.S. Army operations in foreign
countries as well as domestically on U.S. soil. Indeed, section 2-18 of the document goes into detail about
domestic protests such as the 1999 anti-WTO demonstration in Seattle.
The emergence of the document as National Guard troops prepare to descend on Ferguson, Missouri to
deal with looting and civil unrest follows a report we published
just a few weeks before the outbreak of the Ferguson riots which documented how National Guard troops were
training to detain unruly African-American citizens in prison camps before handing them over to police.
In a special video report, Alex Jones documented how the story was part of wider preparations by
the government for domestic disorder that have been ongoing for years.
We have reported previously on similar documents that outline how the U.S. Army would be forced to
resort to lethal measures in order to deal with unruly Americans during times of emergency within the United
States.
In 2012 we
coveredFM 3-39.40 Internment and Resettlement Operations, a U.S. Army manual that describes how
political activists in prison camps will be indoctrinated by specially assigned psychological operations officers.
The document makes numerous references to how government agencies like the DHS, ICE and FEMA will be involved in
the domestic internment of U.S. citizens during “civil support operations.”
A second US
Army Military Police manual that was leaked months later also outlined how military assets would be used
domestically to quell riots, confiscate firearms and even kill Americans on U.S. soil during mass civil unrest.
A report produced in 2008 by the U.S.
Army War College’s Strategic Institute warned that the United States may experience massive civil unrest
in the wake of a series of crises which it termed “strategic shock.”
“Widespread civil violence inside the United States would force the defense establishment to
reorient priorities in extremis to defend basic domestic order and human security,” stated the report, authored by [Ret.] Lt.
Col. Nathan Freir, adding that the military may be needed to quell “purposeful domestic resistance”.
Rex 84, short for
Readiness Exercise 1984, was established under the pretext of a “mass exodus” of illegal aliens crossing the
Mexican/US border.
During the Iran-Contra hearings in 1987, however, it was revealed that the program was a secretive
“scenario and drill” developed by the federal government to suspend the Constitution, declare martial law, assign
military commanders to take over state and local governments, and detain large numbers of American citizens

Investigative filmmaker James O’Keefe exposes
the U.S.-Mexico border’s vulnerability to terrorism in his latest undercover project, obtained exclusively by
The Daily Caller.
O’Keefe’s Project Veritas video reminds viewers of recent statements by the president and Obama
administration officials that the southern border is secure. O’Keefe then proceeds to Hudspeth County, Texas, to
easily cross back and forth cross the Rio Grande wearing the costume of modern history’s most recognizable
terrorist.
“I see no border patrol. I see no
security,” O’Keefe said in the video before donning a bin Laden mask. “Thousands of people have stood in my
footsteps right now. They’ve come from South America, Honduras, Guatemala, and they’ve all crossed the border.

O’Keefe’s work often distinguishes itself for proving taboo but accurate premises – in this case,
that Islamic extremists are able to gain entry to the United States from Mexico, where drug cartels are linked
to numerous terrorist organizations including Hezbollah and the Islamic State of Iraq and the Levant (ISIS), the
strongest al-Qaida-like organization in the heart of the Middle East.
This summer has seen a whirlwind of terrorist activity on the southern border, with dire anecdotes
pouring out of local news stations but ignored by the mainstream press. Security contractors found a Muslim
prayer rug on the Arizona border, where 300 extremists affiliated with al-Qaida’s Somalia syndicate al-Shabab
recently entered the United States unaccounted for. Terrorist watch-list suspects were also detained trying to
get into the country through California. Country music legend Charlie Daniels revealed that, “I personally spoke
with an Arizona law enforcement officer who had taken four what he called ‘Taliban’ out of the back of an 18
wheeler.”
Relevant on the contemporary merits, O’Keefe’s video also makes an important symbolic point
thirteen confusing years after the attacks of 9/11. The terrorists we’re fighting today are more technologically
savvy than their idol Osama bin Laden, the self-designed political figure who tried to fire history’s loudest
shot. But their motives have not changed. And they have access to the United States.
How could there be aWar on Terror and actually say that we're having awar against terrorism, and leave the borders wide open?
