As you can hear in the YouTube clip above,
Blaine Cooper enquired about the company’s “no hesitation” targets, which also feature children, elderly gun owners
and mothers in playgrounds, and was told that the target showing a pregnant woman was a “requested law enforcement
target for training.”
The representative refused to answer why police would be interested in training to shoot pregnant
women, but went on to explain, “unfortunately our world is made up of people, pregnant or otherwise, that are gun
owners not for the right reasons,” adding that the targets were to “train police officers”.
The woman refused to give her name, accusing Cooper of being “angry.” “Could you understand why I’m
upset if the government is trying to make targets to kill citizens – I don’t feel that’s right,” he responded.
Cooper also makes reference to the DHS’ purchase of 2
billion bullets, “enough rounds to kill every citizen of the United States five times over.”
The representative also claims that the targets could be used for “don’t shoot” training, which is
somewhat dubious given that they are called “no hesitation” targets and every single one of them is described as a
“threat” target in the product description.
The shooting targets, intended to “help the transition for officers who are faced with these highly
unusual targets for the first time,” include “pregnant woman threat,” “older man with shotgun,” “older man in home
with shotgun,” “older woman with gun,” “young school aged girl,” “young mother on playground,” and “little boy with
real gun.”
LET Inc brags on its website that it is a
full service provider of training targets for the DHS, the Justice Department and thousands of law enforcement
agencies throughout the country. The company has
has racked up $5.5 million worth of contracts with the federal government, with almost $2 million dollars
coming from Homeland Security.
Another customer who called the company claims he was told that the targets were, “strictly for
Department of Homeland Security and other law enforcement agencies.”
Asked by Mike
Riggs at Reason about the targets, the company responded, “The subjects in NMH targets were chosen in
order to give officers the experience of dealing with deadly force shooting scenarios with subjects that are not
the norm during training. I found while speaking with officers and trainers in the law enforcement community that
there is a hesitation on the part of cops when deadly force is required on subjects with atypical age, frailty or
condition (one officer explaining that he enlarged photos of his own kids to use as targets so that he would not be
caught off guard with such a drastically new experience while on duty). This hesitation time may be only seconds
but that is not acceptable when officers are losing their lives in these same situations. The goal of NMH is to
break that stereotype on the range, regardless of how slim the chances are of encountering a real life scenario
that involves a child, pregnant woman, etc. If that initial hesitation time can be cut down due to range
experience, the officer and community are better served.”

The company behind controversial shooting
targets that include images of children, pregnant women and elderly gun owners received almost $2 million dollars
in contracts from the Department of Homeland Security.
The company reacted to the furore by
asserting the products helped override “hesitation on the part of cops when deadly force is required on subjects
with atypical age, frailty or condition,” and to “break that stereotype on the range, regardless of how slim the
chances are of encountering a real life scenario that involves a child, pregnant woman, etc.”
The vast majority of those contracts were for
“training aids” and
“paperboard,” according to the USASpending.gov website, which lists numerous different contracts each in
the region of $150,000 and $180,000 dollars stretching back to early 2010 and running through to July 2012.
While it is not known whether the DHS purchased the “no hesitation” targets, a company representative
admitted to a customer that law enforcement agencies had “requested” at least one of the images which
depicted a pregnant woman as a “threat”.
A customer who called Law Enforcement Inc. yesterday told Infowars that the company informed him
the targets were, “strictly for Department of Homeland Security and other law enforcement agencies.”
The story has prompted widespread condemnation on the Internet, with Law Enforcement Inc. being
slammed by Facebook
users after it issued a statement.
Retired City of Houston police officer T.F. Stern reacted to the issue by
remarking, “There’s something wrong, seriously wrong here. If we start to desensitize law enforcement officers,
have them disregard humanity, to feel nothing’s wrong in shooting a pregnant lady or an old man with a shotgun
inside his own home…then what kind of society have we become? How will police officers react after they no longer
believe they are part of the society which they have been charged with policing, when they have become used to
shooting pregnant ladies and old men?”

confiscation in the event of a societal collapse in numerous countries by hiring “disarmament, demobilization and
reintegration” officers who will be trained to seize guns “from the civilian population.”
A posting on the
United Nations Career Opportunities page announces a vacancy for the position of “Disarmament,
Demobilization and Reintegration Officer” under the UN’s Department of Peacekeeping Operations based out of New
York.

We know they have been planning it for years, and the documents are legion.
Now they are preparing to go operational.
The UN’s page on DDR operations explains what role the DDR officer
will be expected to undertake;
Disarmament is the collection, documentation, control and disposal of
small arms, ammunition, explosives and light and heavy weapons from combatants and often from the civilian
population.
Demobilization is the formal and controlled discharge of active
combatants from armed forces and groups, including a phase of “reinsertion” which provides short-term
assistance to ex-combatants.
Reintegration is the process by which ex-combatants acquire civilian
status and gain sustainable employment and income. It is a political, social and economic process with an open
time-frame, primarily taking place in communities at the local level.
The objective of the DDR process is to contribute to security and stability in post-conflict
environments so that recovery and development can begin. DDR helps create an enabling environment for political
and peace processes by dealing with security problem that arises when ex-combatants are trying to adjust to
normal life, during the vital transition period from conflict to peace and development.
Although the posting prompted feverish speculation that the UN was about to embark on a mass gun
confiscation program within the United States, it’s important to note that the DDR program is only currently active
in countries like the Democratic Republic of the Congo, Ivory Coast and Haiti.
However, concerns are understandable given the acceleration in anti-Second Amendment rhetoric and
executive action on behalf of the Obama administration since the 2012 Sandy Hook massacre.
During a town hall event last week, Hillary Clinton asserted that gun control opponents should not be allowed
to hold an opinion that “terrorizes” America.
Earlier this month, President Barack
Obama also cited Australia’s draconian gun confiscation program as an example to be followed by the
U.S.
“It’s no secret that the US government has been preparing riot gear, guns, ammunition, and
detention centers for a
major calamity that will likely involve violence and widespread civil
unrest,”
writes Mac Slavo. Should such an event ever take place the first order of business will include a declaration
of martial law. And just as we saw during Hurricane Katrina, when the U.S. Constitution has been suspended gun
confiscation is soon to follow.”
Since the 1990′s, Alex Jones and Infowars reporters have attended numerous urban warfare training
drills inside the United States, many of which included exercises based around disarming American citizens. Foreign
troops were also present at many of these drills.
Infowars first became aware of this story a week ago having been contacted by active duty military
officials who saw the advertisement before it was posted publicly and we are currently working on a deeper angle

A retired Houston cop believes that the
recent production of “non traditional” shooting targets at the request of law enforcement and the government indicates that there is a
disturbing ongoing program to desensitize police.
T.F. Stern, writing on his website The Moral Liberal, states that the cardboard cutouts of pregnant women, children,
and elderly citizens, for police target practice can only have been created by a “sick mind”, with the intention
of having police officers or Homeland Security “goons” completely disregard humanity.
Whether consciously intentional or not, “Maybe it’s the natural progression, a downward spiral of
perversion,” Stern states, the result is to have police “feel nothing’s wrong in shooting a pregnant lady or an
old man with a shotgun inside his own home.”
The company that produced the images, Law Enforcement Training Inc., even admitted this much, asserting the products helped override “hesitation on the part of
cops when deadly force is required on subjects with atypical age, frailty or condition,” and to “break that
stereotype on the range, regardless of how slim the chances are of encountering a real life scenario that
involves a child, pregnant woman, etc.”
“Law enforcement officers train for the ‘what if scenarios’; robbers, burglars or just ‘bad guys’
in general.” Stern states in his column. “While it is possible to run up against other situations where extreme
violence must be confronted, why train police officers… to shoot a pregnant lady holding a gun, an old man with
a shotgun inside his house or a young mother on a playground?” the retired officer asks.
“What does it say about the mindset of an entire police department that trains for such an
event…trains for it as if it were a common every day event rather than the exception which might happen once in
a ‘blue moon’.” Stern urges.
Stern notes, as we did in our original reports, that the images were produced only because there
was a demand for them from law enforcement. In our latest article we note that Law Enforcement Training Inc. has racked up contracts worth almost $2 million dollars mainly for “training aids” and
“paperboard,” with the DHS over the last three years.
“There’s something wrong, seriously wrong here.” Stern states, adding that police are being trained
to essentially become domestic standing armies.
“How will police officers react after they no longer believe they are part of the society which
they have been charged with policing, when they have become used to shooting pregnant ladies and old men?” he
writes.
“Odd as it may sound coming from an old retired cop, if police recognition skills, the red flags
that alert to danger were delayed for a moment, so be it; I’d rather get shot than develop the attitude that all
or even most of my neighbors were a constant threat.” Stern further notes.
As we have noted, The story has hit a nerve following multiple accounts documenting The Department
of Homeland Security’s purchase of around 2 billion bullets over the last year, which many fear is linked to
preparations for domestic disorder.

In response to federal overreach, most people tend to focus on three types of actions to stop them: elections,
conventions, and lawsuits. While they all have their place in an overall strategy to defend the Constitution, none
of them should be the first step forward. That is, if you follow the advice of the “Father of
the Constitution.”
Here’s what James Madison had to say in Federalist
#46. The Influence of the State and Federal Governments Compared:
“Should an unwarrantable measure of the federal government be unpopular in particular States, which would
seldom fail to be the case, or even a warrantable measure be so, which may sometimes be the case, the means of
opposition to it are powerful and at hand. The disquietude of the people; their repugnance and, perhaps refusal
to cooperate with officers of the Union, the frowns of the executive magistracy of the State; the embarrassment
created by legislative devices, which would often be added on such occasions, would oppose, in any State, very
serious impediments; and were the sentiments of several adjoining States happen to be in Union, would present
obstructions which the federal government would hardly be willing to encounter.”
Let me translate. Madison said that when the federal government passes an unconstitutional measure there are
powerful methods to oppose it – amongst the people and in the states. He also pointed out that those methods were
available even for warrantable, that is constitutional, measures.
Madison told us of four things that should be done to resist federal powers, whether merely unpopular, or
unconstitutional.
1. Disquietude of the people – Madison expected the people would throw a fit when the feds usurped
power – even using the word “repugnance” to describe their displeasure. That leads to the next step.
2. Repugnance and Refusal to co-operate with the officers of the Union – Noncompliance. The #1
dictionary of the time defined repugnance as “disobedient; not obsequious” (compliant). If you want to stop the
federal government, you have to disobey them. Madison also suggested that people would perhaps directly refuse to
cooperate with federal agents. This is an approach we preach here every day at the Tenth Amendment Center. James
Madison apparently knew what we know today. The feds rely on cooperation from state and local governments, as well
as individuals. When enough people refuse to comply, they simply can’t enforce their so-called laws.
3, The frowns of the executive magistracy of the State – Here Madison envisions governors formally
protesting federal actions. This not only raises public awareness; executive leadership will also lead to the next
step – legislative action.
4. Legislative devices, which would often be added on such occasions – Madison keeps this
open-ended, and in the years soon after, which I’ll cover shortly, we learn how both he and Thomas Jefferson
applied this step.
Madison also told us that if several adjoining States would do the same it would be an effective tool to stop
federal acts. To repeat, he said that doing this “would present obstructions which the federal government would
hardly be willing to encounter.”
Judge Andrew Napolitano agreed recently and said that people need to stop enforcing unconstitutional federal
laws. He also said that if you could get an entire state doing this, it would make federal laws “nearly impossible
to enforce.”
What’s important to note here, are some glaring omissions. The powerful means that Madison told us would be used
to oppose federal power successfully did NOT include federal lawsuits in federal courts. He also did NOT include
“voting the bums out” as a strategy, either.
FIRST RESPONSE
Compare that with how people generally respond to what they consider unconstitutional or unpopular federal acts
today.
The first thing I tend to hear from people who are opposed to a federal act is the “vote the bums out” mantra.
We’ll fire congress, right?
Or some people tell us we have to sue and let the courts decide.
I’ve got some news for you. There’s nothing from the founders – anywhere – in which they tell us that our first
response to extreme, repeated violations of the constitution and liberty is to vote the bums out, or sue the feds
in federal court. Nothing.
LEGISLATIVE DEVICES
Thomas Jefferson followed up on this in 1798 with the same kind of advice. That year, the Adams administration
passed a wildly unconstitutional attack on the freedom of speech with the Alien and Sedition Acts. In response,
while sitting as vice-president, Jefferson secretly drafted the Kentucky Resolutions, and here’s a little of what
he wrote:
“The several states composing the united states of america are not united on a principle of unlimited
submission to their general government.”
“where powers are assumed which have not been delegated, a nullification of the act is the rightful
remedy”
“that every State has a natural right in cases not within the compact to nullify of their own authority all
assumptions of power by others within their limits: that without this right, they would be under the dominion,
absolute and unlimited, of whosoever might exercise this right of judgment for them”
Madison was consistent in his views on this. In 1798, he also drafted and help pass something known as the
Virginia Resolutions, a state-level “legislative device” in response to the Alien and Sedition Acts. Here’s a key
part:
in case of a deliberate, palpable, and dangerous exercise of other powers, not granted by the said
compact, the states who are parties thereto, have the right, and are in duty bound, to interpose for arresting
the progress of the evil, and for maintaining within their respective limits, the authorities, rights and
liberties appertaining to them.
Like Madison advised in Federalist #46, both he and Thomas Jefferson advised a state-level response to dangerous
federal acts. In 1798, neither of them even mentioned voting or lawsuits.
Jefferson told us that a “nullification is the rightful remedy.” And Madison told us that states are “duty-bound
to interpose.”
When Daniel Webster called on these same principles in response to military conscription plans during the war of
1812, he said:
“The operation of measures thus unconstitutional and illegal ought to be prevented by a resort to other
measures which are both constitutional and legal. It will be the solemn duty of the State governments to
protect their own authority over their own militia, and to interpose between their citizens and arbitrary
power. These are among the objects for which the State governments exist; and their highest obligations bind
them to the preservation of their own rights and the liberties of their people”
Here’s the bottom line. You are not supposed to wait 2 or 4 years for some new politicians to get in office and

Second massive ammunition buy this year fuels fears of
civil unrest

Fears that
federal authorities are preparing for mass civil unrest have increased after it was revealed that the Department of
Homeland Security is planning to buy a further 750 million rounds of ammo in addition to the 450 million rounds of
hollow point bullets already purchased earlier this year.
A solicitation originally issued by the
DHS in April but updated on Friday calls on suppliers to provide a plethora of different types of ammunition,
including 357 mag rounds that are able to penetrate walls.
The PDF file for the solicitation lists the
different units of ammo required by the thousand, with the total ammo purchase exceeding 750 million
rounds.
“The Federal Law Enforcement Training Center (FLETC), Glynco, Georgia
anticipates awarding multiple award indefinite delivery and indefinite quantity (IDIQ) firm fixed price (FFP)
contracts for commercial leaded training ammunition (CLTA) of various calibers for law enforcement officer firearms
training courses at the following FLETC facilities Glynco, GA, Artesia, NM, Cheltenham, MD and Charleston, SC and
to other Department of Homeland Security (DHS) agencies. The Government guarantees a minimum of 1,000 rounds per
year on each resultant contract. Contracts will be for a base year and four (4) 12 month option periods,” states
the synopsis.
Potential suppliers are required to respond to the solicitation
before August 20.
The purchase comes in addition to an order for 450 million rounds of
.40-caliber hollow point bullets which wasfulfilled by Alliant Techsystems Inc. back in March, news greeted by some
as an indication that the DHS was arming itself in preparation to go
to war with the American people.
Although the ammo purchases are ostensibly earmarked for training
purposes, the DHS has been reticent to clarifywhy such an
unusually large amount of rounds are necessary and why such powerful bullets are required merely for training
drills.
This has led to speculation that the purchases are connected to
confirmed preparations for civil unrest in the United States.
A
recently leaked US Army Military Police training manual for “Civil
Disturbance Operations” outlines how military assets are to be used domestically to quell riots, confiscate
firearms and even kill Americans on U.S. soil during mass civil unrest.
On page 20 of the manual, rules regarding the use of “deadly force” in confronting
“dissidents” are made disturbingly clear with the directive that a, “Warning shot will not be fired.”
The manual includes lists of weapons to be used against “rioters” or
“demonstrators,” including “antiriot grenades.” It also advises troops to carry their guns in the “safe port arms”
stance, a psychological tactic aimed at “making a show of force before rioters.” Non-lethal weapons and water
cannons are also included.
The increasing likelihood of a
full blown financial collapse in the coming months has also spurred
federal agencies and the U.S. Army to hone their preparations for domestic disorder on a scale greater than riots
witnessed in Europe over the past two years.
A 2008 report produced by the U.S. Army War College’s Strategic
Institute warned that the United States may experience massive civil unrest in the wake of a series of crises which
it termed “strategic shock.”
“Widespread civil violence inside the United States would force the defense
establishment to reorient priorities in extremis to defend basic domestic order and human security,” stated the
report, authored by [Ret.] Lt. Col. Nathan Freir, adding that the military may be needed to quell “purposeful
domestic resistance”.

NASHVILLE, Tenn. -- A massive military build-up is underway
right here in Tennessee.
Local law enforcement agencies are snatching up huge amounts of weapons -- from the Department of
Defense -- used in fighting in Iraq and Afghanistan.
Items include grenade launchers, mine-resistant vehicles and guns that have been deemed as surplus
by the Pentagon.
The equipment is cheap or free for local law enforcement agencies to acquire.
The federal program has fueled a debate about the militarization of our police departments.
McMinn County is located in the foothills of the Appalachian Mountains. It boasts beautiful
scenery, but its sheriff's department can boast something else.
The department received more military surplus guns than any other local department in the state
last year.
"We actually reconfigured the whole armory to accommodate all of this," said Sheriff Joe Guy.
Sheriff Guy oversees 31 officers and investigators, but his department received 161 army rifles and
pistols, including 71 M16 rifles and 71 .45-caliber pistols.
NewsChannel 5 Investigates asked, "Why does your department need all these guns?"
Sheriff Guy responded, "Well, we don't need this many. There was a little error in the order."
The Sheriff said the Army surplus program doubled his initial order, but he hasn't sent the guns
back.
"They're here as our department grows. We'll have additional firearms for future officers," Sheriff
Guy said.
McMinn County is not alone.

Investigates shows thousands of pieces of military equipment going to Tennessee law enforcement agencies.
Equipment used to fight in Iraq and Afghanistan is now going to local departments.
"The way this stuff is being distributed, it's kind of reckless," said author Radley Balko.
He has written a book, Rise of the Warrior Cop, that raises concerns about militarization of
American police departments.
"What we've seen is just a massive transfer of gear, guns, vehicles and other weaponry," Balko
said.
Law enforcement agencies can go to a website administered by the Department of Defense and look for
used equipment.
On the day we went to McMinn County, the department was looking for Humvees. Sheriff Guy reviewed
what was available.
"It looks good," Sheriff Guy said to an employee who was looking up a vehicle on-line.
The employee responded, "It's got 14-hundred miles on it."
"How many of those did you put in for?" Sheriff Guy asked.
"Three," his employee answered.
Sheriff Guy responded, "Three of those and one truck."
Departments pay a registration fee, then all the equipment is free. Individual departments must pay
for transportation and maintenance.
"The disbursement across the country is so uneven and random and sort of based on who is good at
manipulating the system," Balko said.
Thirty Tennessee departments just received mine-resistant vehicles. They were designed to protect
soldiers from road side bombs in Iraq and Afghanistan.
Lebanon Public Safety, La Vergne and Hendersonville Police Departments all received MRAPS.
"This is our newest armored protective vehicle," said Mike Justice with Lebanon Public Safety.
Justice hopes Lebanon police officers never use it.
"The situations we would use this vehicle in is hostage negotiations, putting this vehicle between
the bad guy and the good guys," Justice said.
He said the surplus program is critical to smaller departments. It provides equipment is not just
military in nature including trucks, lawn mowers and tents.
Many small departments could not afford them on their own.
"As a taxpayer, I paid for it the first time. When I paid my federal income tax, I paid for this
vehicle. So the citizens of Lebanon now get the benefit from it," Justice said standing beside the MRAP.
But Balko said the militarization of police departments comes at a price, like more SWAT raids.
"What we've done is encourage the police to become more like the military," Balko said.
"When you surround yourself with the weapons of war, with the language of war, you're going to be
much less likely to look for ways of resolving disputes using the least amount of force possible," Balko
continued.
Our investigation also found some departments can't keep up with the weapons they're getting.
The Tennessee Highway Patrol reported two M14s missing last year.
A TWRA park ranger had an M16 stolen from his vehicle -- it was later recovered.
And at the tiny Bean Station Police Department in East Tennessee, the police chief's son took an
M16 from the program and was arrested for impersonating a police officer.
"It's concerning that this stuff is getting lost or stolen because I think it again indicates how
little monitoring the Pentagon is doing once this stuff gets out of their reach," Balko said.
Sheriff Guy keeps his guns locked up and knows where each one is.
But for some, a department with five times more guns than patrol officers raises questions about
the military surplus program.
"There was never any sort of public debate on this, or public discourse. It all sort of happened
under the radar, and I think that's concerning," Balko said.
Late Thursday, the Department of General Services told NewsChannel 5 Investigates that it has
suspended the state coordinator of the Law Enforcement Support Office (LESO).
Elbert Baker is on administrative leave with pay. The Department of General Services stated it
discovered that it had given inaccurate and incomplete information to NewsChannel 5 Investigates.
We had asked for documentation involving missing weapons in the LESO program.
The state has alerted its auditors and is conducting a review of LESO files, records and internal
controls, a spokesperson said. The auditors have notified the comptroller's office they are investigating a
possible internal deficiency.
Finally, the Department of General Services expressed thanks to NewsChannel 5 Investigates for
bringing "to light a record-keeping deficiency of which our department was previously unaware."

In a rare admission, Robert Gibbs, the former White House
Press Secretary under Obama, told reporters Sunday that he was ordered to act as if there was no such thing as an
active US drone program.
“When I went through the process of becoming press secretary, one of the first things they told me was, you’re
not even to acknowledge the drone program,” Gibbs said on MSNBC’s “Up With Chris Hayes” this past weekend.
Gibbs said that he was told “You’re not even to discuss that it exists.”
Noting that the notion was “inherently crazy”, Gibbs said “You’re being asked a question based on reporting of a
program that exists.”
“So you’re the official government spokesperson acting as if the entire program—pay no attention to the man
behind the curtain.” Gibbs, who was Press Secretary between 2009 and 2011, said.
Gibbs stated that he expects the drone program to remain secret for the most part, despite moves in Congress to
force more transparency.
“I have not talked to him about this, so I want to be careful,” Gibbs said, “but I think what the president has
seen is, our denial of the existence of the program when it’s obviously happening undermines people’s confidence
overall in the decisions that their government makes.”
While the program itself remains classified, it is no secret that Obama has vastly expanded the US drone war
since entering office in 2009. Daily drone strikes are raining down on Yemen, Pakistan and Afghanistan, as well as
Somalia.
A recent report released by Washington based think tank, The New America Foundation
revealed that the number of secret US drone strikes in Yemen almost tripled in 2012, compared to 2011.
The Bureau of Investigative Journalism, has found that at least 171 civilians, including 35 children, have been
slaughtered in Yemen by secret US drone strikes over the past ten years.
Communications released by WikiLeaks in 2010 revealed that the US and Yemen have repeatedly attempted to cover
up the use of US warplanes to bombard Yemen.
Last week it was announced that despite the fact that drone strikes have killed thousands of innocent civilians
in Yemen and Pakistan, the Pentagon is to reward drone operators with medals.
The DoD is creating a new ribbon, called the Distinguished Warfare Medal that will be awarded for “extra
achievement” related to a military operation. This will encompass sitting at a computer console and pressing a
button to release Hellfire missiles from Predator drones hundreds and thousands of miles away.
The medal will become the fourth-highest ranking combat decoration, placing above the Bronze Star.
Despite the official secrecy, the president has referred to the drone program several times in public, as have
officials such as counter-terrorism adviser John Brennan.
Last year, the New York Times ran a major piece on the program revealing that the White House
has asserted the right to carry out state-sponsored assassination anywhere in the world without having to
provide any evidence or go through any legal process.
The administration merely has to state that the target is
a terrorist and it doesn’t matter whether they are an American citizen or not, as we saw in the case of American-born Anwar al-Awlaki and his son, who were both killed last year.
In December of last year, Obama administration lawyers reaffirmed their backing for state sponsored
assassination, claiming that “U.S. citizens are legitimate military targets” and do not have the right to any
legal protection against being marked for summary execution.
During a CBS 60 Minutes interview in January, Secretary of Defense Leon Panetta
revealed that Obama himself personally approves the policy to kill American citizens suspected of terrorism
without trial on a case by case basis.
Perhaps the real reason that the administration wants the details of the programme kept under wraps is that, as
reported by Propublica recently, the programme is potentially much bigger in scope than
anyone had previously thought.
The administration’s figures do not add up, they are chock full of contradictions and discrepancies, and there
can be little doubt that there have been many many more civilian deaths as a result of drone attacks than have been
publicly acknowledged.
Akram, who noted that US drone strikes had killed more than 1,000 civilians in Pakistan, also said “We find the
use of drones to be totally counterproductive in terms of succeeding in the ‘war against terror’. It leads to
greater levels of terror rather than reducing them.
Many also contend that the attacks infringe the national sovereignty of Pakistan and constitute an act of
war.
In 2010,
a report by Washington think tank The New America Foundation found that 32% of the more than
1,200 people killed since 2004 in Pakistan, or around 1 in 3, were innocent bystanders rather than dangerous
terrorists.

My topic for this evening is “now, it’s assassinations”. What have we
allowed ourselves to become? Are we no longer a nation of laws? Have we become instead a nation of men who make
secret arrests? Are secret prisons now simply another tool of the federal government law enforcement? Is secret
rendition of individuals now permitted out of misplaced fear? Have we decided that the writ of habeas corpus is not
worth defending? Is torture now an acceptable tool for making us safe?
Unfortunately, the single answer to all these questions from the
leaders of our country to many of our citizens appears to be yes. And now we are told that assassination of
foreigners as well as American citizens is legitimate and necessary to provide security for our people. It is my
firm opinion that nothing could be further from the truth.
Secret arrests, secret renditions, torture and assassinations are
illegal under both domestic and international law. These activities should be anathema to the citizens of a
constitutional republic. The real threat doesn’t arise from our failure to torture, rather desensitizing our nation
to the willful neglect and sacrifice of our civil liberties fought and died for over the centuries, is the
threat.
