In response to federal overreach, most people tend to focus on three types of actions to stop them: elections,
conventions, and lawsuits. While they all have their place in an overall strategy to defend the Constitution, none
of them should be the first step forward. That is, if you follow the advice of the “Father of
the Constitution.”
Here’s what James Madison had to say in Federalist
#46. The Influence of the State and Federal Governments Compared:
“Should an unwarrantable measure of the federal government be unpopular in particular States, which would
seldom fail to be the case, or even a warrantable measure be so, which may sometimes be the case, the means of
opposition to it are powerful and at hand. The disquietude of the people; their repugnance and, perhaps refusal
to cooperate with officers of the Union, the frowns of the executive magistracy of the State; the embarrassment
created by legislative devices, which would often be added on such occasions, would oppose, in any State, very
serious impediments; and were the sentiments of several adjoining States happen to be in Union, would present
obstructions which the federal government would hardly be willing to encounter.”
Let me translate. Madison said that when the federal government passes an unconstitutional measure there are
powerful methods to oppose it – amongst the people and in the states. He also pointed out that those methods were
available even for warrantable, that is constitutional, measures.
Madison told us of four things that should be done to resist federal powers, whether merely unpopular, or
unconstitutional.
1. Disquietude of the people – Madison expected the people would throw a fit when the feds usurped
power – even using the word “repugnance” to describe their displeasure. That leads to the next step.
2. Repugnance and Refusal to co-operate with the officers of the Union – Noncompliance. The #1
dictionary of the time defined repugnance as “disobedient; not obsequious” (compliant). If you want to stop the
federal government, you have to disobey them. Madison also suggested that people would perhaps directly refuse to
cooperate with federal agents. This is an approach we preach here every day at the Tenth Amendment Center. James
Madison apparently knew what we know today. The feds rely on cooperation from state and local governments, as well
as individuals. When enough people refuse to comply, they simply can’t enforce their so-called laws.
3, The frowns of the executive magistracy of the State – Here Madison envisions governors formally
protesting federal actions. This not only raises public awareness; executive leadership will also lead to the next
step – legislative action.
4. Legislative devices, which would often be added on such occasions – Madison keeps this
open-ended, and in the years soon after, which I’ll cover shortly, we learn how both he and Thomas Jefferson
applied this step.
Madison also told us that if several adjoining States would do the same it would be an effective tool to stop
federal acts. To repeat, he said that doing this “would present obstructions which the federal government would
hardly be willing to encounter.”
Judge Andrew Napolitano agreed recently and said that people need to stop enforcing unconstitutional federal
laws. He also said that if you could get an entire state doing this, it would make federal laws “nearly impossible
to enforce.”
What’s important to note here, are some glaring omissions. The powerful means that Madison told us would be used
to oppose federal power successfully did NOT include federal lawsuits in federal courts. He also did NOT include
“voting the bums out” as a strategy, either.
FIRST RESPONSE
Compare that with how people generally respond to what they consider unconstitutional or unpopular federal acts
today.
The first thing I tend to hear from people who are opposed to a federal act is the “vote the bums out” mantra.
We’ll fire congress, right?
Or some people tell us we have to sue and let the courts decide.
I’ve got some news for you. There’s nothing from the founders – anywhere – in which they tell us that our first
response to extreme, repeated violations of the constitution and liberty is to vote the bums out, or sue the feds
in federal court. Nothing.
LEGISLATIVE DEVICES
Thomas Jefferson followed up on this in 1798 with the same kind of advice. That year, the Adams administration
passed a wildly unconstitutional attack on the freedom of speech with the Alien and Sedition Acts. In response,
while sitting as vice-president, Jefferson secretly drafted the Kentucky Resolutions, and here’s a little of what
he wrote:
“The several states composing the united states of america are not united on a principle of unlimited
submission to their general government.”
“where powers are assumed which have not been delegated, a nullification of the act is the rightful
remedy”
“that every State has a natural right in cases not within the compact to nullify of their own authority all
assumptions of power by others within their limits: that without this right, they would be under the dominion,
absolute and unlimited, of whosoever might exercise this right of judgment for them”
Madison was consistent in his views on this. In 1798, he also drafted and help pass something known as the
Virginia Resolutions, a state-level “legislative device” in response to the Alien and Sedition Acts. Here’s a key
part:
in case of a deliberate, palpable, and dangerous exercise of other powers, not granted by the said
compact, the states who are parties thereto, have the right, and are in duty bound, to interpose for arresting
the progress of the evil, and for maintaining within their respective limits, the authorities, rights and
liberties appertaining to them.
Like Madison advised in Federalist #46, both he and Thomas Jefferson advised a state-level response to dangerous
federal acts. In 1798, neither of them even mentioned voting or lawsuits.
Jefferson told us that a “nullification is the rightful remedy.” And Madison told us that states are “duty-bound
to interpose.”
When Daniel Webster called on these same principles in response to military conscription plans during the war of
1812, he said:
“The operation of measures thus unconstitutional and illegal ought to be prevented by a resort to other
measures which are both constitutional and legal. It will be the solemn duty of the State governments to
protect their own authority over their own militia, and to interpose between their citizens and arbitrary
power. These are among the objects for which the State governments exist; and their highest obligations bind
them to the preservation of their own rights and the liberties of their people”
Here’s the bottom line. You are not supposed to wait 2 or 4 years for some new politicians to get in office and

U.S. Army Responds To Prison Camp

Tiffany Wood has provided the first official response to the shocking U.S. Army document that outlines the
implementation of re-education camps, admitting that the manual was "not intended for public release" and
claiming that its provisions only apply outside the United States, a contention completely disproved by the
language contained in the document itself.
After a reader sent Wood a link to where the manual, entitled FM 3-39.40 Internment and Resettlement Operations
(PDF), can be downloaded on the army.mil website (but only by military employees with special credentials), Wood
responded by stating that the document should not be in the public domain.
"The document was not intended for public release," said Wood, adding, "Any other questions regarding the
document, you will need to file a FOIA request."
This means that either hackers have obtained access to a secure military website and downloaded the manual or it
was leaked by a military employee concerned about the content of the document.
As we have exhaustively illustrated, the document is a training manual for U.S. Army personnel that details how to
treat detainees incarcerated in prison camps both abroad and inside the United States.
The manual outlines how officers will develop programs to "indoctrinate" "political activists" incarcerated in
detention camps into developing an "understanding and appreciation of U.S. policies and actions." The document also
explains how "reeducating the I/R facility population or setting the stage for acceptance of future operations," is
the responsibility of 'PSYOP' personnel within the camp.
The document also makes clear that the internment facility is not only a re-education camp but also a forced labor
camp. Page 277 of the manual states, "Detainees constitute a significant labor force of skilled and unskilled
individuals. These individuals should be employed to the fullest extent possible in work that is needed to

A shocking U.S. Army manual that
describes how political activists in prison camps will be indoctrinated by specially assigned psychological
operations officers contains numerous clear references to the fact that the policies do apply domestically to U.S.
citizens.
Despite the fact that the manual is well over 300 pages long and would take hours to read properly,
within minutes of posting our story yesterday a minority of commenters were claiming that the policies outlined in
the document only pertained to foreign combat operations and did not apply domestically to U.S. citizens.
This is similar to the denial witnessed prior to the passage of the NDAA when some argued that the
indefinite detention provisions did not apply to American citizens despite numerous legal analysts asserting
they did and President Barack Obama himself acknowledging they did when he signed the bill.

The most alarming portion of the document
appears on page 56 and makes it clear that detention camps will have PSYOP teams whose responsibility will be to
use “indoctrination programs to reduce or remove antagonistic attitudes,” as well as targeting “political
activists” with such indoctrination programs to provide “understanding and appreciation of U.S. policies and
actions.”
Let’s make one thing clear – the manual primarily deals with enemy combatants captured and detained
in foreign prison camps run by the U.S. Military. However, another thing that is just as clear from reading the
manual in full is the fact that it also applies to citizens detained within the United States, whether they be DCs
(displaced citizens) or “civilian internees,” in other words citizens who are detained for, “security reasons, for
protection, or because he or she committed an offense against the detaining power.”
Firstly, throughout the manual there are scores of references to how the U.S. Army would work
together with the DHS, ICE and FEMA (page 24) to implement the policies “within U.S.
territory” as part of “civil support operations” in the aftermath of “man-made
disasters, accidents, terrorist attacks and incidents in the U.S. and its territories.” (page
38).
“The
handling of DCs (displaced citizens) is also a mission that may be performed in support of disaster relief or other
emergencies within the United States or U.S. territories during civil support operations,” states
page 33. Page 56 also states that it is the responsibility of the PSYOP officer to “control detainee and DC
populations during emergencies.”
“Resettlement conducted as a part of civil support operations will always be
conducted in support of another lead agency (Federal Emergency Management Agency, Department of Homeland Security)”
states page 37.
All these passages make it clear that the policies outlined on page 56 are also applicable within
U.S. territory as part of “civil support operations” conducted in partnership with domestic federal agencies like
the DHS and ICE. The U.S. Immigration authorities have no role in detaining prisoners in Afghanistan and Iraq and
neither do other U.S. agencies also listed in the document such as the Public Health Service (page 224).
The document also contains numerous references to U.S. citizens (notably pages 13, 41). Page 13
notes how “U.S. citizens will be confined separately from detainees,” meaning they will be
separated from foreign prisoners in the camps
On page 146 of the manual, we learn how prisoners in the camps are to be identified.
“The prisoner’s last name, first name, and middle initial are placed on the first line of a name
board, and the prisoner’s social security number is placed on the second line.”
Last time I checked, the United States Social Security Administration was not responsible for
handing out social security numbers to people in Afghanistan or Iraq.
On page 193 of the document, we learn that the policies outlined in the manual can be applied
domestically. The language makes it clear that so long as the President passes an executive order to nullify Posse
Comitatus, the law that forbids the military from engaging in domestic law enforcement, the policies “may
be performed as domestic civil support operations.”
The manual states, “These operations may be
performed as domestic civil support operations,” and adds that “The authority to approve resettlement such
operations within U.S. territories,” would require a “special exception” to The Posse Comitatus
Act, which can be obtained via “the President invoking his executive authority.”
These examples are just a handful of a plethora contained in the 326 page ‘Internment and
Resettlement’ document which prove that the policies in the manual apply not only to foreign prisoners abroad, but
also to American citizens within the United States.
On top of this, we
have the 2009 story about how the National Guard posted a number of job listings looking for
“Internment/Resettlement Specialists” to work in “civilian internee camps” within the United
States.
The time for denial is over. People spent weeks arguing over the ‘indefinite detention’ provisions
of the National Defense Authorization Act, ignoring assertions by top scholars and legal experts that the
kidnapping provisions did apply to U.S. citizens.
It appears as though cognitive dissonance is causing some people to desperately search for any way
of denying the shocking truth contained in these Army documents. This is particularly prevalent amongst Democrats
and liberals, whose support for the cult of Barack Obama has blinded them to the fact that his administration is
passing legislation which in many cases is far more draconian than anything Bush signed into law.
Take this comment for example from the Democratic Underground forum. Linking to our article from
yesterday, a user writes, “A friend of mine just posted (as he usually does) a ridiculous article from InfoWars and
it’s pissing me off to no end. I’m trying to find stuff to continuously disprove this drivel, and I’m probably
wasting my time. Anyone able to help on this particular “story”?”
The individual does not even have the inclination to look at the source document to find out if the
story is true, they would rather just throw out ad hominem insults like “ridiculous” and “drivel”. Rather than
being “pissed off” at the frightening language contained in the U.S. Army manual, the individual is “pissed off” at
Infowars for reporting on it.
Yes, the U.S. Army has really written a manual which details re-education camps. Yes, the manual
does apply to U.S. citizens domestically. Denying these manifestly provable facts will not make the threat go away.
This is not an imaginary monster under the bed.

In light of a newly uncovered U.S. Army document that
outlines plans for prisoners, including U.S. citizens, to be re-educated in detention camps, it’s worth reminding
ourselves of the fact that Barack Obama’s political mentor, Weather Underground terrorist Bill Ayers, once called
for precisely the same thing.
According to former FBI agent Larry
Grathwohl, who was assigned to infiltrate the Weather Underground’s Central Committee, the organization run by Bill
Ayers carried out bombings targeting the Pentagon, the State Department, as well as police stations and federal
buildings, in an attempt to cause the collapse of the United States government and open the door for Cuban, North
Vietnamese, Chinese and Russian troops to occupy the country.
Grathwohl stated that Ayers and his group planned to deal with Americans who would try to resist this takeover
by “establishing re-education centers in the south-west”. Asked what he would do with those who still refused to
convert to communism, Ayers said that they would have to be “eliminated,” as in 25 million Americans would be
killed in concentration camps.
Grathwohl said the Weathermen told him the camps would be used to “re-educate people into the new way of
thinking.”
This provides yet more historical context to underscore the point that using detention centers to “re-educate”
prisoners into a new way of political thinking is the hallmark of a tyrannical regime.
The
U.S. Army document that we highlighted yesterday targets “political activists” for “indoctrination
programs” once they are incarcerated inside the prison camps. The document is a how-to manual on treatment of
detainees, including “civilian internees” interned for “security reasons, for protection, or because he or she
committed an offense against the detaining power.”
The
document makes it clear in numerous instances that the re-education program, designed to “remove
antagonistic attitudes” and enforce “understanding and appreciation of U.S. policies and actions,” is not just
limited to prisoners in foreign countries like Afghanistan and Iraq.
The rules also apply “within U.S. territory” as part of “civil support operations” in conjunction with FEMA and
Homeland Security in the aftermath of “man-made disasters, accidents, terrorist attacks and incidents in the U.S.
and its territories.” So long as the President passes an executive order bypassing Posse Comitatus, the manual says
the indoctrination program “may be performed as domestic civil support operations.”
The fact that Bill Ayers and the Weather Underground also planned for re-education camps to be used to
incarcerate American citizens is alarming given President Barack Obama’s relationship with Ayers, who helped launch
Obama’s political career.
“In 1995, State Senator Alice Palmer introduced her chosen successor, Barack Obama, to a few of the district’s
influential liberals at the home of two well known figures on the local left: William Ayers and Bernardine Dohrn,”
reported Politico’s Ben Smith.
Maria Warren, an Obama-supporting liberal who attended the Chicago meeting, also confirmed Ayers’ presence and
his role in launching Obama’s political dynasty.
“When I first met Barack Obama, he was giving a standard, innocuous little talk in the living room of those two
legends-in-their-own-minds, Bill Ayers and Bernardine Dohrn. They were launching him–introducing him to the Hyde
Park community as the best thing since sliced bread,”
wrote Warren.
According to retired Illinois postman Allen Hulton, Ayers’ parents also
bragged about how they paid to put a “foreign student,” almost certainly Obama, through school.
The connection between Ayers’ advocacy for re-education camps, his relationship with Barack Obama, and an Army
document which clearly states that such “indoctrination programs” can be used against Americans so long as the
President passes an executive order, represents a chilling triumvirate.

President Obama has officially asked for $3.7
billion in emergency funding to handle the tens of thousands of Central American children who've showed up
unaccompanied at the U.S.-Mexico border seeking entry and support.
According to the Washington Post, "Administration officials said the request is part of a
comprehensive strategy aimed at building more detention centers, adding immigration judges, and beefing up border
patrols and air surveillance."
Critics have blasted the president's request for focusing little on controlling the border and,
instead, spending the bulk of the money on new Homeland Security facilities, as well as administration money to the
Dept. of Human Health Services and other agencies to care for the refugee minors. While the White House insists
these children will likely not be allowed to stay, there is little reason to think they will be sent home anytime
soon -- and the detention centers would suggest long-term plans to house mass numbers of refugees.
Obama's plan -- ostensibly to support migrant Central American children -- expands upon previous
upgrades to federal government emergency powers.
In 2006, KBR (a Halliburton subsidiary) received a $385 million dollar contract to construct and
operate some 600 detention facilities for Immigration and Customs Enforcement (ICE), operating under supervision
from the Department of Homeland Security, "expand existing ICE Detention and Removal Operations Program facilities
in the event of an emergency influx of immigrants into the U.S." These detention camps would be used to process and
hold migrants until deportation determinations have been made.
Estimates say that each of the 600 emergency centers could house up to 5,000 people, with a total
capacity of some 400,000 -- raising questions about why the president would need several billion more in emergency
funding to create new centers.
Of course, the KBR contract also covers use of the facilities for other emergencies, such as those
where FEMA would house displaced Americans during various crises. The ICE-designated government facilities could
also be used by other agencies to "support the rapid development of new programs" or as part of a "plan to react to
a national emergency, such as a natural disaster,"
Early Republican skepticism suggests the bill may have trouble becoming law, but the nature of the
request is revealing about the federal government's larger designs for immigration reform, amnesty and border
(in)security.

discovers an opening in the border fence in Hereford, Arizona, (a common occurrence all throughout the U.S. Mexico
border) and demonstrates how easy it is for an immigrant to walk across the border from Mexico into the United
States. This just further illustrates the fact that this entire border collapse is an orchestrated plan by the
government to finally completely collapse America forever.
